Tender Summary: Procurement of Yeast Extract Powder

Objective

The primary objective of this tender is to appoint a suitable supplier for the provision of 100 KG of Yeast Extract Powder. The procurement process is designed to ensure that the product meets strict technical specifications while also promoting government's preferential procurement policies, including broad-based black economic empowerment (BBBEE) and other specific goals.

Scope of Work

The scope involves the supply and delivery of Yeast Extract Powder to the Onderstepoort Biological Products (OBP). The successful bidder will be expected to provide a product that conforms to the detailed technical specifications outlined in the tender document. The contract will be governed by the General Conditions of Contract (July 2010).

Technical Requirements

The Yeast Extract Powder must meet the following mandatory specifications:

• Appearance: Tan, free-flowing powder.
• Solubility: Must be soluble in distilled or deionised water upon slight heating.
• Growth Media Test: Packed cell volume must be 0.8%.
• Total Nitrogen: Must be between 10.0% and 10.9%.
• Amino Nitrogen: Must be between 5.3% and 6.0%.
• Sodium Chloride: Must be 0.3%.
• AN/TN Ratio: Must be between 49% and 55%.
• Ash Content: Must be between 11.2% and 13.3%.
• Moisture: Must be between 3.1% and 4.9%.
• pH (1-2% solution @ 25°C): Must be between 6.7 and 7.2.

Bidders must submit a Safety Data Sheet (SDS) and a Certificate of Analysis (COA) with their quotation to prove compliance with these specifications.

Preference Point System & Evaluation Criteria

The tender will be evaluated using the 80/20 preference point system, where price accounts for a maximum of 80 points and specific goals account for a maximum of 20 points. The evaluation will be based on the lowest acceptable tender.

Points for specific goals will be allocated as follows:

• 10 points: A valid BBBEE Certificate showing at least 51% black ownership.
• 8 points: A valid BBBEE Certificate showing at least 30% women ownership.
• 2 points: A doctor's note confirming disability, a confirmation of disability from the Department of Labour, a BEE certificate, or equivalent confirmation.

Failure to submit the required proof for these goals will result in zero points being awarded for that specific goal.

Skills and Compliance Requirements

Bidders must be compliant with the Preferential Procurement Policy Framework Act (Act 5 of 2000) and the 2022 Preferential Procurement Regulations. The following administrative and compliance requirements must be met:

• Mandatory Documentation: The bid must include a completed SBD 4 (Bidder's Disclosure) form and a completed SBD 6.1 (Preference Points Claim) form.
• Company Information: Bidders must declare their company type (e.g., sole proprietor, close corporation, (Pty) Ltd, etc.).
• Disclosure of Interest: Bidders must disclose any relationship with state employees or any interest in other enterprises related to this tender.
• Declaration: The bidder must sign a declaration certifying that all information provided is true and correct, acknowledging that fraudulent claims can lead to disqualification, contract cancellation, and being restricted from doing business with the state for up to 10 years.
