The primary objective is to secure a reliable, cost-effective supply and timely delivery of specific printing consumables to support municipal operational workflows. The procurement also aims to ensure full compliance with municipal supply chain governance, mandatory vendor registration, and national preferential procurement targets.

80/20 Preferential Procurement System: A South African evaluation framework where bids receive a maximum of 80 points based on price competitiveness, and 20 points are allocated for socio-economic transformation criteria (e.g., Broad-Based Black Economic Empowerment status, black-owned enterprises, women-owned businesses, or disability-owned entities).
Mandatory Supplier Database Registration: Vendors must successfully enroll in the municipality’s centralized supplier management system before a contract can be awarded. This ensures verification of legal, financial, and regulatory compliance.
Evolis Easy4PRO & Canon i-SENSYS Models: Specialized hardware requiring proprietary or precisely matched consumables. Using non-compliant ribbons or toner may void device warranties or cause mechanical failure, hence strict model-specific compatibility is enforced.
