Objectives

The primary objective of this tender is to select a qualified service provider to deliver detarping services for Transnet SOC Ltd, operating as Transnet Port Terminals (TPT), for a period of two (2) months. The successful bidder must demonstrate compliance with specific technical, legal, and operational requirements to ensure effective and compliant service delivery within the port environment.

Scope

The scope of the tender includes:

• Provision of detarping services at the Transnet Port Terminals, specifically within the port rail environment and engineering plant.
• Verification of the bidder’s experience through submission of purchase orders and reference letters related to industrial cleaning services.
• Compliance with legal and operational prerequisites such as valid good standing certificates, proof of local office operation, and citizenship confirmation.

Technical Requirements

The technical requirements for the tender include:

• Submission of a valid letter of good standing related to industrial cleaning services.
• Provision of a minimum of three (3) purchase orders with signed reference letters on company letterhead, confirming detarping services in the port rail environment within the last twelve (12) months.
• At least two (2) purchase orders with signed reference letters on company letterhead, including contact details of referees.
• Proof of operational offices within 50 km of Richards Bay Terminal, supported by lease agreements, title deeds, or municipal bills.
• Submission of a tribal letter from the local chief confirming citizenship.
• Demonstration of sufficient human resources (minimum 90 personnel) and tools (minimum 100 tools).

Skills and Experience Requirements

The skills and experience criteria include:

• Proven experience in detarping and industrial cleaning services, evidenced by purchase orders and reference letters.
• Ability to provide contact details of referees and signed reference letters to verify past service delivery.
• Legal and operational compliance, including citizenship verification and local office operation within specified radius.
• Capacity to mobilize and manage a workforce of at least 90 personnel and tools to meet service demands.
