Objectives

The primary objective is to engage a qualified service provider to perform detarping and tarping operations on rail wagons carrying magnetite at the Transnet Port Terminals Richards Bay facility. This intervention aims to eliminate operational bottlenecks, reduce wagon dwelling times, optimize train turnaround rates, mitigate port-side congestion, and ensure continuous, efficient supply chain movement.

Scope of Work

The contract encompasses the systematic removal and replacement of protective tarps on rail wagons positioned on designated port rail sidings. Key operational parameters include:

• Duration: Two (2) months, executed on an "as and when required" basis.
• Operational Hours: Continuous 24-hour coverage split across two shifts (06H00–18H00 and 18H00–06H00).
• Service Delivery: Immediate response to ad-hoc service requests issued by terminal operations managers, with mandatory flexibility to scale workforce deployment based on real-time demand and operational criticality.
• Administrative & Compliance Duties: Daily submission of attendance timesheets, completion of pre-task risk assessments, strict adherence to terminal security protocols, and provision of welfare facilities for staff in designated zones.

Technical Requirements

Bidders must satisfy rigorous operational, compliance, and logistical thresholds:

• Workforce & Equipment: Provision of a minimum of 90 personnel (86 general workers and 4 supervisors) and 100 specialized tools per site, including 10L buckets, portable petrol water pumps, steel ladders, and chargeable headlamps.
• Mandatory Compliance Documentation: Valid COIDA letter of good standing (failure to submit results in immediate disqualification), SARS Tax Compliance PIN, National Treasury Central Supplier Database (CSD) registration, and B-BBEE verification certificate or sworn affidavit.
• Proven Experience: Submission of purchase orders and signed reference letters demonstrating recent detarping services within engineering plant or port rail environments (contracts must not exceed 12 months in age).
• Local Procurement Preference: Requirement to operate within a 50km radius of Richards Bay Terminal, verified via a tribal letter confirming citizenship and recent proof of local office premises (lease agreement, title deed, or municipal bill dated within three months).
• Health, Safety & Environment: Submission of a comprehensive safety file prior to mobilization, medical fitness certificates for all deployed staff, and strict compliance with occupational health, hazardous substance, SDS, and environmental regulations. All personnel must utilize PPE rated for highly dusty, saline, and high-wind conditions.

• Hands-on expertise in bulk cargo wagon detarping and tarping within heavy industrial or rail logistics environments.
• Competency in conducting dynamic risk assessments and implementing safe work method statements tailored to moving rail equipment and hazardous atmospheres.
• Strong supervisory capacity to manage large crews, enforce safety protocols, coordinate shift handovers, and maintain accurate records.
• Operational agility to rapidly deploy, redeploy, or scale teams in response to fluctuating terminal demands without compromising service level agreements.
• Thorough working knowledge of South African labour, safety, and public procurement legislation.
