Objectives

The primary objective is to secure a competent service provider to conduct systematic inspection, preventive maintenance, and corrective repairs of workshop machinery at the Port of Port Elizabeth Multi-Purpose Terminal. The contract aims to guarantee equipment reliability, enforce strict safety and quality standards, and minimise operational downtime through defined service level agreements and continuous performance evaluation over a twelve-month duration.

Scope of Work

The scope covers the full lifecycle maintenance of designated workshop equipment, including mechanical, electrical, hydraulic, and pneumatic systems. Key responsibilities include conducting pre-mobilisation readiness assessments, issuing timely job cards, executing scheduled preventive maintenance, responding to emergency breakdowns, performing routine safety inspections, and submitting monthly condition assessment and breakdown reports. The contractor must maintain a five-year warranty on all labour and replaced parts, adhere to Transnet's safety and security protocols, and provide a validated Quality Control Plan to ensure consistent service delivery.

Technical Requirements

• Track Record: Submission of three signed reference letters from clients within the past five years confirming workshop machinery maintenance and repair services. Letters must be on official letterheads and include contact details, contract values, and durations.
• Quality Management: Valid ISO 9001 certification and a comprehensive Quality Control Plan (QCP).
• Performance Metrics: Strict adherence to a Service Level Agreement requiring 100% completion of planned maintenance, rapid defect resolution, accurate reporting, and full compliance with occupational health and safety regulations.
• Compliance & Security: Personnel must obtain Confidentia l/Secret/Top Secret security clearances. Bidders must provide valid tax compliance certificates, B-BBEE status documentation, and complete mandatory declarations regarding historical legal breaches and prominent public official relationships.
• Evaluation Threshold: A minimum technical score of 80 out of 100 points is mandatory to progress to price evaluation. Failure to meet this threshold results in automatic disqualification.

Skills Requirements

• Mechanical Technician (Fitter and Turner): Must hold a Red Seal trade certificate or a National Diploma (NQF Level 6), with a minimum of three years' hands-on experience in maintaining and repairing industrial workshop machinery. Candidates with over five years of experience receive higher scoring.
• Electrical Technician (Electrician): Must hold a Red Seal trade certificate or a National Diploma (NQF Level 6), with a minimum of three years' experience in electrical systems maintenance and repair for workshop equipment. Experience exceeding five years is preferred.
• Both roles require proven competency in fault diagnosis, precision repair execution, adherence to manufacturer specifications, and safe operation of heavy industrial tools and testing equipment.

Red Seal: A nationally recognised South African artisan qualification certifying that the holder has successfully completed a formal apprenticeship and passed a trade test, authorising independent practice in their trade.

NQF Level 6: A classification within South Africa's National Qualifications Framework denoting advanced theoretical knowledge and practical application, typically aligned with a diploma-level qualification.

80/20 Preference Point System: A standard South African public procurement scoring model allocating 80 points to competitive pricing and 20 points to socio-economic transformation goals, specifically Broad-Based Black Economic Empowerment (B-BBEE) status and Black Women Ownership.

TDPS e-Tender Portal: Transnet's mandatory digital submission platform requiring bidders to register, log bidding intent, and upload proposals electronically. Submissions must avoid last-minute uploads due to potential bandwidth constraints, and paper bids are strictly rejected.
