Objectives

The primary objective is to equip Community Health Workers (CHWs) with the theoretical knowledge and practical riding competencies required to safely operate motorcycles for essential medication delivery. The programme aims to prepare participants for official licensing examinations, instil defensive and lawful riding habits, mitigate road accident risks, and ultimately enhance healthcare logistics in rural and peri-urban areas.

Scope

The tender encompasses a once-off, comprehensive motorcycle training programme for CHWs targeting Code A1 learner’s and driver’s licences. The scope includes:

• Structured classroom theory sessions and supervised practical riding drills.
• Full provision of training infrastructure, including roadworthy motorcycles, approved protective gear, cones, obstacles, and a secure training yard.
• Administrative coordination for learner’s licence applications, testing appointments, and fee payments at the Road Traffic Department.
• Administration of K53 yard assessments and final competency evaluations.
• Issuance of training completion certificates to successful candidates.

All services must be rendered within a strict two-week delivery window, with provisions for timeous notification in case of unavoidable delays.

Technical Requirements

Bidders must demonstrably comply with the following technical specifications:

• Duration: Maximum of 15 days per participant, integrating both theoretical and practical modules.
• Theory Curriculum: National road traffic legislation, signage, motorcycle mechanics and controls, personal protective equipment, defensive riding strategies, hazard perception, risk mitigation, emergency protocols, and substance-awareness training.
• Practical Drills: Controlled-environment exercises covering safe mounting/dismounting, clutch-throttle modulation, balance maintenance, low-speed manoeuvring, gear transitions, cornering techniques, emergency braking, obstacle navigation, U-turns, and figure-eight patterns.
• K53 Yard Assessment: Precision testing of speed control, smooth take-offs, lane changes, incline starts, turning speed judgement, accurate stopping, and combined emergency braking/swerve responses.
• Facilities & Safety: Licensed training motorcycles, certified helmets and protective clothing, marked training zones, a dedicated classroom with instructional aids, and an accessible first-aid kit.
• Compliance Confirmation: Explicit written confirmation of adherence to the attached specification document is mandatory; failure to indicate compliance results in immediate disqualification.

Skills Requirements

Service providers and their operational staff must satisfy the following competency and accreditation standards:

• Instructor Credentials: Valid motorcycle licence, nationally recognised certification as a licensed riding instructor, documented experience in motorcycle safety education, and thorough knowledge of South African traffic regulations.
• Provider Capacity: Verified track record of delivering comparable training contracts. If quoted prices fall below market benchmarks, bidders must supply supplier quotations or proof of prior order execution. Mandatory submissions include updated CIPC registration, BBBEE certificate or sworn affidavit, Central Supplier Database (CSD) verification, and a KZN Department of Transport-issued driving instructor certificate (Code A1 or A).
• Participant Adaptability: Training methodologies must accommodate absolute beginners with limited or no prior motorcycle exposure, ensuring progressive skill acquisition aligned with licensing prerequisites.

Notes on Unusual or Complicated Terms

• Code A1 Licence: A South African motorcycle learner’s licence category restricted to smaller engine-capacity motorcycles (typically up to 125cc), designed as a foundational step for novice riders before progressing to full licensure.
• K53 Yard Test: A standardised South African driving assessment protocol conducted in a closed circuit. It evaluates precise vehicle control, spatial awareness, and hazard anticipation through prescribed manoeuvres, rather than assessing on-road traffic integration.
• 80/20 Preference Point System: A government procurement evaluation model where 80 points are allocated for price competitiveness and 20 points for socio-economic objectives. This tender allocates the full 20 points to enterprises physically registered and operating within the King Cetshwayo district.
• SBD Documentation: Standard Bidding Document forms mandated by South African public procurement law. These forms legally bind bidders to declare financial standing, conflict-of-interest status, compliance with transformation policies, and validity of submitted credentials.
