Objectives

The primary objective is to equip municipal personnel with comprehensive knowledge and practical competencies regarding snake and scorpion encounters. The training aims to enhance workplace safety by improving species identification, dispelling common misconceptions, and establishing correct first aid and medical response protocols for venomous animal incidents.

Scope

The municipality requires a complete training solution encompassing curriculum development, session delivery, and post-training administration. The scope includes:

• Designing and delivering a structured course covering scorpion awareness, snake awareness, biology and behaviour, myth clarification, species identification, basic first aid for snakebites, scorpion and spider stings, and medical treatment pathways.
• Providing all necessary learning materials and issuing laminated certificates of attendance.
• Incorporating facilitator travel and accommodation expenses into the quoted rate.
• Pricing the service on a per-person basis, with financial settlement triggered solely by actual participant attendance.
• Completing delivery within fourteen days of receiving an official order, with quoted rates remaining valid until 30 June 2027.

Technical Requirements

• Submission of three recent, field-specific references spanning the past four years.
• Proof of facilitator registration with the provincial conservation authority, including a valid handling permit and an official reference letter.
• Facilitator must possess a recognised snake handling training certificate.
• Bidders must explicitly state course targets, detailed content outlines, and proposed duration.
• Active registration on the Central Supplier Database (CSD).
• Completion and submission of mandatory municipal bidding forms (Declaration of Interest, Preference Points Claim, and Certificate of Independent Bid Determination).
• Valid Broad-Based Black Economic Empowerment (B-BBEE) documentation and proof of business locality for preference scoring.
• All costs, including VAT, materials, and logistics, must be bundled into the unit price.

Skills Requirements

• Demonstrated expertise in herpetology and arachnology, with up-to-date knowledge of local species biology, behaviour, and ecological roles.
• Proficiency in delivering evidence-based first aid training specifically tailored to envenomation, sting management, and emergency medical referral procedures.
• A minimum of three to four years of relevant training facilitation experience, substantiated by a detailed curriculum vitae.
• Strong instructional design capabilities to create engaging educational content, address public misconceptions, and define measurable learning outcomes.
• Administrative proficiency to accurately track attendance and produce durable, laminated certification documents.

80/20 Preference Point System: A standard South African municipal procurement evaluation model. Eighty percent of the total score is allocated to price competitiveness, while twenty percent is distributed across socio-economic goals, specifically B-BBEE status level and geographic locality within the municipality’s jurisdiction.

Payment on Actual Attendance: A contractual condition stating that invoicing and payment are strictly calculated based on the number of participants who physically attend the sessions, rather than pre-booked slots or theoretical headcounts.
