Objectives

The primary objective of this tender is to procure and deliver two (2) transfer boards to facilitate safe patient mobility and rehabilitation at Umphumulo Hospital under the KwaZulu-Natal Department of Health.

Scope

The procurement covers a one-off supply and delivery contract for two transfer boards. Delivery must be made directly to Umphumulo Hospital, with all transportation and handling costs included in the quoted price. The quotation validity period is ninety (90) days. The contract strictly requires new, unused products with a minimum shelf-life validity of six months upon delivery. Expired or second-hand goods will be rejected.

Technical Requirements

• Construction & Material: Solid wood construction with a lacquered coated finish and tapered ends. Main material must be 12mm birch plywood.
• Design Features: Two handles positioned on either end for secure grip and maneuverability.
• Dimensions & Capacity: Length of 76 cm, width of 25 cm, water-resistant finish, and a maximum load-bearing capacity of 60 kg.
• Compliance & Documentation: Products must comply with applicable South African National Standards (SANS/SABS). A valid SAHPRA certificate must accompany the submission.
• Sample Submission: A physical sample and a colour photograph must be delivered to the hospital's physiotherapy department on or before the closing date.

Skills & Capability Requirements

As this is a goods supply tender, specific personnel qualifications are not mandated. However, bidders must demonstrate operational capability to:

• Source or manufacture medical rehabilitation equipment that precisely matches the technical specifications.
• Manage logistics and ensure timely delivery to the designated provincial health facility.
• Maintain full regulatory, financial, and administrative compliance, including active verification on the Central Suppliers Database (CSD), valid tax clearance status, and accurate completion of all standard bid returnable documents.
• Provide required samples, certificates, and proof of ownership without delay.

Key Terms & Unusual Requirements

SAHPRA Certificate

Proof of regulatory approval from the South African Health Products Regulatory Authority. This ensures the product meets national health, safety, and quality standards for therapeutic or medical use.

80/20 Preference Point System

A government procurement evaluation model where eighty (80) points are allocated for competitive pricing and twenty (20) points are reserved for socio-economic goals. Full points are awarded to enterprises that are at least fifty-one percent (51%) owned by Black people.

Central Suppliers Database (CSD)

A mandatory national registry maintained by National Treasury. Public sector entities only accept bids from suppliers who are actively registered and verified on the CSD platform.

Standard Bid Documents (SBDs)

Prescribed government forms used to declare conflicts of interest, claim preference points, and confirm acceptance of general conditions. Incomplete or missing SBDs result in automatic disqualification during Stage 1 evaluation.
