Objectives

The primary objective of this tender is to procure reliable, high-quality replacement components for commercial tumble dryers operated by the KwaZulu-Natal Provincial Department of Health. The aim is to restore and maintain optimal laundry processing capacity at the Regional Laundry Cato Manor, ensuring uninterrupted service delivery to healthcare facilities within the province.

Scope

This is a once-off supply contract focused on the provision and delivery of moulded drum wheels specifically engineered for industrial tumble dryers. The procurement covers the supply of ten complete wheel assemblies, each pre-assembled with bearings and accompanied by the requisite circlips. Delivery must be executed directly to the designated laundry facility in Durban. The evaluation process follows a strict three-stage framework: administrative compliance, technical specification adherence, and a combined price and preference scoring system.

Technical Requirements

• Quantity & Composition: Ten (10) moulded wheels, ten (10) fitted bearings, and twenty (20) circlips.
• Condition: All items must be brand new, unused, and represent the most current models. Second-hand, refurbished, or expired goods are strictly prohibited.
• Standards & Compliance: Products must conform to relevant South African National Standards (SANS/SABS) and fully match the attached specification annexures. Bidders must explicitly indicate compliance or non-compliance for each clause.
• Warranty: A minimum twelve-month warranty applies from the date of delivery and acceptance, or eighteen months from the port/place of shipment, whichever concludes earlier. Defective components must be repaired or replaced at the supplier's expense.
• Validity & Shelf Life: Quotations must remain valid for ninety days. Supplied goods must retain a minimum remaining validity of six months upon delivery.
• Packaging & Delivery: Items require robust packaging to withstand transit conditions. All logistics and delivery costs must be fully inclusive in the quoted price.

Skills Requirements

The tender does not mandate specialized professional qualifications, engineering certifications, or technical trade licenses. Suppliers are expected to demonstrate standard commercial capabilities for sourcing, manufacturing, or distributing industrial laundry equipment spare parts. Basic logistical competence to ensure timely, undamaged delivery to the specified healthcare facility is sufficient to meet the contract's operational needs.

Unusual or Complicated Terms

• Compulsory Site Briefing: Attendance at a mandatory on-site meeting at the laundry facility is required. Failure to attend results in automatic disqualification, regardless of quotation quality.
• 80/20 Preference Point System: Twenty points are allocated exclusively to companies that are one hundred percent owned by Black Africans. This is a statutory transformation mechanism under South African procurement law. Bidders must submit verifiable proof via CIPC ownership certificates or Central Supplier Database (CSD) records to claim these points.
• Broad Conflict of Interest Declaration: Bidders must disclose any personal, familial, or business relationships with any employee across the entire KwaZulu-Natal Department of Health, not merely the procuring institution. This prevents indirect influence or favoritism across provincial health facilities.
• Prime Interest Rate Delay Penalties: Late deliveries incur daily financial deductions calculated using the current prime lending rate. Persistent non-performance may trigger contract termination and potential debarment from public sector procurement for up to ten years.
• Strict Form Integrity: Official quotation forms cannot be retyped or digitally recreated. Corrections require manual initials, and the use of correcting fluid renders submissions invalid. Physical delivery only; electronic submissions are rejected.
