80/20 preference points system will be used in accordance with the Regulation 4: Preferential Procurement Regulation, 2022 pertaining to Preferential Procurement Policy Framework Act, 2000 (Act 5 of 2000), where the lowest acceptable bid will score 80 points for price and a maximum of 20 points will be awarded for specific goals as follows: Points for specific goals are allocated points in terms of the directors/members/owners information or suppler company information:

  • Who are women = 5 points
  • Who has a disability = 5 points
  • Who is a youth = 5 points
  • Location enterprise (Eastern Cape Province) = 2
  • B-BBEE status level contributors from level 1 to 2 which are QSE or EME = 3 points
