Objectives

The primary objective of this tender is to execute a one-off repair of underground HDPE fire water pipes at Waltloo Depot. The aim is to ensure the integrity and functionality of the fire water piping system through qualified and compliant repair activities, adhering to safety, environmental, and legal standards.

Scope

The scope encompasses the following key activities:

• Assessment and preparation of the site for pipe repairs.
• Welding and fusion of HDPE pipes, including isolation, draining, cutting, and alignment.
• Inspection, pressure testing, and reinstatement of the repaired pipes.
• Environmental management, waste disposal, and pollution prevention measures.
• Implementation of safety protocols, including PPE and risk mitigation measures.
• Attendance at a compulsory site visit and clarification meeting.
• Provision of all necessary certifications, documentation, and compliance evidence.

Technical Requirements

The technical requirements include:

• Certification of HDPE pipe welders (minimum qualification for appointed welders).
• Demonstrated experience in HDPE pipe repair projects within the last 5 years.
• Method statement outlining the approach, welding procedures, quality control, environmental controls, risk management, and safety measures, not exceeding 7 pages.
• Minimum functionality score of 70 points based on previous experience and method statement.
• Compliance with safety, environmental, and legal standards, including PPE, site safety, and environmental management.
• Adherence to the conditions of tender, confidentiality, and anti-corruption policies.

Skills Requirements

The skills and qualifications required for tenderers include:

• Certified HDPE Pipe Welders with relevant qualifications.
• Proven experience in HDPE pipe repairs, with references and project documentation.
• Ability to develop and submit comprehensive method statements addressing methodology, quality control, safety, and environmental considerations.
• Capacity to meet delivery schedules and demonstrate sufficient resources and capability.
• Knowledge of safety protocols, environmental regulations, and legal compliance.
• Ability to attend and participate in site visits, clarification meetings, and provide all required documentation and certifications.
