Objectives

The primary objective is to procure and deliver a comprehensive range of staff uniforms and protective equipment to Tongaat Community Health Centre. The aim is to equip healthcare workers, security personnel, and support staff with standardized, durable, and specification-compliant workwear that meets occupational health, safety, and operational standards.

Scope

This is a one-off supply contract covering multiple uniform categories across various sizes. The procurement includes safety shoes, blue and white golf polo shirts, ladies’ navy skirts and trousers, royal blue two-piece boiler suits, men’s navy trousers, short-sleeve white and mazarine blue shirts, men’s black formal shoes, security epaulettes, khaki long-sleeve dust coats, ladies’ black court shoes, sunhats, and umbrellas. Delivery must be made directly to the health centre. The contract requires firm pricing, a 90-day quote validity period, and a minimum product shelf life of six months post-delivery.

Technical Requirements

• Safety Shoes: Must be SABS-approved, featuring genuine leather uppers, steel toe caps, shock-absorbing double-density PU soles, and oil/acid/anti-slip resistance. Items must be packed individually in boxes of one pair.
• Apparel Construction: Strict adherence to specified fabric compositions (e.g., 100% cotton drill for boiler suits, 55% Trevira/45% wool for men’s trousers, 65/35 poplin for shirts, 100% polyester for ladies’ stretch wear). Required weights, weaves, colour fastness, and construction details (reinforced seams, specific pocket placements, Velcro flaps, epaulette straps, ribbed collars) must be met.
• Protective Accessories: Sunhats must offer UPF solar protection with a minimum 1.5 cm brim. Umbrellas require a 23-inch radius, 8-rib collapsible steel frame with a water-resistant canopy.
• Quality & Compliance: All goods must be new, unused, conform to relevant SANS/SABS standards, and accompanied by manufacturer specifications. Physical samples are mandatory for quality verification during the evaluation phase.

Skills Requirements

No specialized professional qualifications are explicitly mandated. However, suppliers must demonstrate proven commercial capacity to manufacture or source goods matching exact technical specifications, manage multi-size inventory logistics, and execute timely deliveries. Bidders must also possess robust administrative capabilities to compile mandatory compliance documentation, including Central Suppliers Database (CSD) registration, valid tax clearance, B-BBEE verification, and completion of standard public sector declaration forms.

• 80/20 Preference Point System: Evaluation allocates 80 points for price competitiveness and 20 points for socio-economic goals. Full points are granted to enterprises at least 100% owned by Black African women.
• Sample Verification Process: The top three scoring bidders will be invited to submit physical samples. Failure to provide compliant samples may result in disqualification or re-evaluation.
• Standard Declaration Forms (SBD 4 & SBD 6.1): Mandatory South African public sector forms requiring disclosure of state employment conflicts, related business interests, and B-BBEE preference claims. Incomplete or false declarations lead to immediate disqualification.
• General & Special Conditions of Contract (GCC/SCC): Standardised legal framework governing delivery timelines, penalty clauses for delays (calculated at prime interest rate), warranty periods (12 months), inspection rights, and termination conditions for non-performance or fraudulent practices.
