Tender Summary

Objectives

To secure a qualified contractor to execute comprehensive building renovation and repair works at Ward 53. The primary objective is to restore structural integrity, improve facility functionality, and enhance aesthetic finishes through coordinated construction trades, while strictly adhering to municipal procurement policies, health and safety standards, and developmental goals.

Scope of Work

  • Roof & Structural Repairs: Dismantle collapsed roof sheeting, trusses, and purlins; clear debris; repair damaged brickwork; apply plaster; and install new galvanised IBR roof sheets on pine purlins with aluminium insulation sheeting.
  • Rainwater Goods: Supply and fit 125mm seamless gutters, 100mm downpipes, brackets, and 225mm PVC/Nutec fascia boards.
  • Interior Finishes: Install a suspended gypsum board ceiling on a galvanized steel grid; replace water-damaged flooring with protective underlay and click-lock laminated flooring; fit aluminium Venetian blinds to specified windows; and install chrome-plated locksets.
  • Painting & Carpentry: Prepare and paint internal and external walls, skirting, and doors using specified primers and topcoats; replace boardroom and bathroom doors; and install timber dado rails with varnish finishes.
  • Site Management: Remove rubble daily, maintain staff attendance registers, utilise local ward-based labour, and leave the site fully clean upon completion.

Technical Requirements

  • Maintain an active CIDB registration of 1GB or higher, subject to verification during scoring.
  • Submit a comprehensive Health and Safety file prior to project commencement.
  • Provide a detailed project programme within three days of appointment, clearly stating commencement and completion dates.
  • All quoted rates must be fully inclusive, covering materials, labour, equipment, and on-site security until formal handover.
  • Include a compulsory 10% contingency line item in the pricing schedule; omission renders the tender non-responsive.
  • Pricing must remain valid for a minimum of thirty days from submission.
  • Execute work strictly within weekday operating hours (08:00–16:00); after-hours or weekend work requires written Project Manager approval.
  • Comply with the Expanded Public Works Programme (EPWP) for contracts exceeding R30,000, including certificate submission with invoices.
  • Submit all tenders electronically via the municipal portal; fax submissions are invalid.
  • Acceptance is contingent upon successful registration in the municipal supplier database and adherence to the 80/20 preferential procurement system.

Skills Requirements

  • Hold valid trade test certificates specifically for Carpenters and Painters.
  • Demonstrate proven competency in structural demolition, masonry, roofing, ceiling installation, flooring, and precision painting.
  • Exhibit project management capabilities to develop realistic schedules, coordinate multidisciplinary teams, and enforce strict health and safety protocols.
  • Ensure all personnel are trained in safe working practices, material handling, and site housekeeping.
  • Ability to accurately measure, fabricate, and install specialised fixtures (blinds, locksets, dado rails) per client specifications.

Notes on Unusual or Complicated Terms

  • CIDB 1GB: A Construction Industry Development Board contractor classification indicating the financial capacity and project experience required for medium-scale municipal renovations.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing
