Objectives

The primary objective of this Request for Quotation (RFQ) is to procure a supplier for the one-time supply and delivery of a specific industrial component: a magnetic unloader valve. The goods are intended for use in compressor pressure control systems at Transnet Engineering's Bloemfontein Wagons facility. The process aims to select a preferred bidder through a transparent, two-stage evaluation process that balances price (80 points) with specific socio-economic goals (20 points), ultimately concluding in a contract award.

Scope of Work

The scope is narrowly defined as the supply and delivery of one (1) unit of a specific valve type. The delivery address is the Transnet Engineering Bloemfontein Wagons Business, and the quoted price must include all delivery costs. The contract is for a once-off purchase, not a recurring supply agreement. Transnet reserves the right to split the award among multiple bidders if they are the highest-ranked for specific line items, although only one item is listed in this RFQ.

Technical Requirements

The required item is a highly specific industrial valve with the following mandatory specifications:

Bidders must supply the exact item specified or a clearly defined equivalent. All supplied materials and components must be permanently marked for traceability back to the supplier. If the item is manufactured, relevant drawings with a validity date must accompany the delivery, or the delivery may be rejected.

Skills and Compliance Requirements

While no specific technical skills are listed, bidders must demonstrate administrative and legal compliance. The evaluation process has three stages: responsiveness, price/specific goals scoring, and potential negotiation. Key requirements include:

• Tax Compliance: Must have a valid Tax Compliance Status (TCS) PIN from SARS or be registered on the Central Supplier Database (CSD).

Important Terms and Conditions

• Validity Period: Bids must remain valid for 120 business days from the closing date.
• Submission: Bids must be submitted via the Transnet e-Tender Submission Portal. Late submissions are not accepted. Bidders must register and submit under their own company profile.
• Evaluation: The evaluation is 80% price and 20% specific goals. Transnet may negotiate a market-related price with the highest-ranked bidder if the quoted price is deemed not market-related.
