Objectives

The primary objectives of this tender are to ensure the effective and ongoing maintenance, servicing, testing, and repair of portable firefighting equipment, fire detection systems, and associated fire safety installations within state buildings in the uThukela District. The aim is to maintain operational readiness, compliance with relevant standards, and safety of facilities and personnel.

Scope

The scope encompasses:

• Once-off preventative and routine maintenance of portable firefighting equipment, including extinguishers, hose reels, hydrants, and related signage.
• Inspection, servicing, refilling, testing, and replacement of fire detection and gaseous suppression systems.
• Provision of documentation, records, and system updates, including signage and system drawings.
• Handling emergency repairs, unscheduled work, and scheduled maintenance as per prescribed standards and schedules.
• Ensuring compliance with occupational health and safety regulations, manufacturer standards, and relevant legislation.
• Participation in site inspections, safety audits, and reporting of incidents.

Technical Requirements

The technical requirements include:

• Adherence to SANS standards (e.g., SANS 10105, 1475, 14520, 10400-T) and manufacturer specifications.
• Proper servicing, testing, and refilling of fire extinguishers and hose reels, including hydrostatic testing where applicable.
• Installation and replacement of signage, labels, and system documentation in accordance with SANS standards.
• Provision of a health and safety plan, security clearance, and competent personnel with valid SAQCC registration.
• Timely response to emergency and routine repair requests, with specified response times (immediate to 4 hours for emergencies, 48 hours for routine repairs).
• Accurate record-keeping, including job cards, maintenance logs, and compliance certificates.
• Implementation of quality control measures and compliance with environmental and safety regulations.

Skills Requirements

The skills and qualifications required for bidders include:

• Technicians and artisans registered with SAQCC Fire as competent fire equipment technicians, with valid registration certificates.
• Personnel with experience in servicing and maintaining portable fire equipment, fire detection, and gaseous suppression systems, with a minimum of 5-10 years’ relevant experience.
• Qualified professionals capable of interpreting system drawings, updating documentation, and conducting hydrostatic testing.
• Personnel trained in occupational health and safety standards, with appropriate safety clearance and certifications.
• Ability to respond promptly to emergency situations and perform unscheduled repairs efficiently.
• Capability to prepare detailed reports, system updates, and compliance documentation.
