The primary objective of this tender is to procure and deliver essential medical consumables and specialised cleaning agents to support routine clinical examinations and instrument maintenance at the designated community health centre. The procurement ensures uninterrupted availability of gynaecological examination tools and high-standard disinfectant detergents to uphold patient safety, procedural efficiency, and infection control protocols.

Scope

This is a once-off goods supply contract covering the delivery of the following items to the specified health facility:

• Vaginal Speculums: 20 boxes each of Small, Medium, and Large sizes.
• Enzymatic Soap: 2 units of 5-litre containers.

The scope includes complete delivery to the site, with all pricing required to be firm and inclusive of freight and handling costs. Quotations must remain valid for 90 days. Evaluation follows a strict four-stage process: administrative compliance, delivery capacity, specification adherence, and price/preference scoring.

Technical Requirements

Bidders must supply products that strictly meet the following specifications and compliance standards:

• Vaginal Speculums: Must be disposable, feature smooth rounded ends for patient comfort, provide crystal-clear visibility without tissue discolouration, and be manufactured in Small, Medium, and Large sizes. Packaging must contain 100 pieces per box. All items must be new, unused, and possess a minimum remaining shelf life of six months upon delivery.
• Enzymatic Soap: Must be a concentrated, anionic detergent designed for manual and ultrasonic cleaning of medical instruments. Required characteristics include free-rinsing properties, extreme mildness, complete solubility in hard and soft water, phosphate-free formulation, biodegradability, and USDA authorisation. The product must maintain a pH of 8.5, require a 1:100 dilution ratio, and hold SABS approval. Packaging must display all mandatory regulatory labelling.
• Compliance Documentation: Bidders must submit completed official quotation forms, a valid Central Suppliers Database (CSD) report, B-BBEE verification certificate or sworn affidavit, a signed Bidder’s Disclosure (SBD4) form, and a Preference Points Claim Form (SBD 6.1). Products must align with applicable South African National Standards (SANS/SABS).

• Proven logistical capacity to execute timely, single-delivery shipments to the designated facility within agreed timeframes.
• Familiarity with South African public sector procurement compliance, including tax clearance validation, CSD registration, and preferential procurement documentation.

• 80/20 Preference Point System: A standard South African government procurement evaluation model where 80 points are awarded based on competitive pricing and 20 points are allocated for socio-economic transformation goals. This tender reserves the full 20 points for verifying and promoting South African-owned enterprises, requiring bidders to submit documented proof of ownership structure.
• CSD & SBD Documentation: Mandatory national procurement compliance frameworks. The CSD verifies supplier legitimacy, financial standing, and tax compliance, while SBD forms enforce transparency, conflict-of-interest disclosure, and preferential procurement claims. Incomplete or falsified submissions result in immediate disqualification.
