Objectives

The primary objective is to appoint a qualified service provider for comprehensive vegetation control at Lujiza Cemetery and John Dube Cemetery (Phase 2, Scenery Park). The project aims to eliminate encroaching vegetation, eradicate noxious weeds, and maintain municipal land in strict compliance with national environmental, agricultural, and occupational health and safety legislation.

Scope of Work

• Clear approximately 30,000 m² of medium-density vegetation, comprising a mix of grasses and shrubs with diameters between 50 mm and 150 mm.
• Maintain a cleared five-metre strip along all property and road boundaries.
• Prune indigenous trees using established arboricultural standards, ensuring clean cuts without leaving damaged stubs.
• Execute species-specific removal or chemical treatment of noxious weeds, followed by complete off-site disposal at a registered facility within five working days.
• Conduct a mandatory follow-up herbicide application four weeks after initial clearance to suppress regrowth.
• Implement a traffic safety management plan and conduct site safety inductions for all personnel before work begins.
• Strictly prohibit on-site burning of cleared vegetation.

Technical Requirements

• Statutory Compliance: Full adherence to the Occupational Health and Safety Act, Conservation of Agricultural Resources Act, National Forests Act (requiring permits for protected species), and the Feeds, Agricultural Remedies and Stock Remedies Act.
• Chemical Management: All herbicide applications must be supervised by a registered pest control operator and applied precisely according to manufacturer label rates.
• Administrative & Procurement Rules: Valid registration on the government Central Supplier Database (CSD), verified tax compliance, completed Municipal Bidding Documents (MBDs), and submitted proof of BBBEE status and operational locality. Service delivery commences only upon receipt of an official Purchase Order.
• Evaluation Framework: Submissions are scored using an 80/20 preference points system. Mandatory functionality requires evidence of three relevant past contracts (official orders, award letters, and completion certificates).
