Objectives

The primary objective is to appoint a qualified service provider to execute vegetation control operations across designated public open spaces and solid waste inland areas within the Buffalo City Metropolitan Municipality jurisdiction. The initiative aims to eliminate uncontrolled vegetation encroachment on boundaries, roadways, and servitudes, ensuring safe, compliant, and functional land use while protecting municipal infrastructure and adhering to environmental and agricultural legislation.

Scope of Work

• Clear medium-density bush across approximately 30,000 square metres of mixed grasses and shrubs (50–150 mm diameter).
• Apply targeted herbicides and remove rubble as specified.
• Ensure complete eradication of noxious weeds, with all cut vegetation disposed of at registered waste facilities within five working days, or chipped for on-site mulch if explicitly authorised in writing.
• Implement a comprehensive traffic safety management plan and conduct mandatory site safety inductions for all personnel.
• Identify and protect all above-ground, surface, and underground utilities before commencing work.
• Prune indigenous trees using approved arboricultural standards, securing necessary environmental permits for protected species.
• Conduct a mandatory follow-up herbicide application four weeks post-completion to manage regrowth.
• Maintain strict prohibition of on-site vegetation burning and ensure all sites are left clean and orderly.

Technical Requirements

• Submission of a detailed Health and Safety Plan compliant with national occupational health legislation.
• Adherence to the Conservation of Agricultural Resources Act for noxious weed management and the National Forests Act for protected vegetation handling.
• All herbicide applications must be supervised by a registered pest control operator and executed strictly according to manufacturer label rates.
• Maintenance of accurate site registers and coordination with municipal custodial departments for chemical approvals and waste disposal authorisations.
• Pricing must remain fixed for the contract duration, inclusive of VAT where applicable, and submitted exclusively through the municipality’s designated e-procurement platform.
• Failure to meet any mandatory documentation or compliance threshold will result in immediate disqualification.

Skills and Qualifications Requirements

• Minimum CIDB Grading of 1 SHPE or higher.
• Valid certification for chainsaw operation and herbicide application.
• Documented experience completing at least three similar vegetation clearance or landscaping contracts, supported by official award letters and stamped completion certificates.
• Proficiency in Natural Target pruning methodologies and integrated pest management practices.
• Capacity to manage multi-disciplinary site logistics, including utility mapping, traffic control, and environmentally compliant waste transport.
• Ability to interpret and apply relevant environmental, agricultural, and occupational health regulations without deviation.
