The primary objective is to secure a reliable, once-off supply of high-quality Velcro hooks and loops for patient use within the Orthopaedic Services department. The procurement also aims to advance transformative economic goals by strictly applying public sector preferential procurement frameworks.
This tender covers the supply and delivery of various quantities of nylon Velcro hooks and loops in specified dimensions and colours. The contract is once-off with a ninety-day validity period. All delivered goods must retain a minimum shelf life of six months from the delivery date. Quoted prices must be firm and fully inclusive of transportation and delivery costs to the designated medical facility.
No specialized technical or professional skills are mandated, as this is a standard supply-of-goods contract. Suppliers must demonstrate basic logistical capability for timely delivery, inventory handling, and strict compliance with public procurement documentation, tax clearance, and central supplier database registration requirements.
Preferential Procurement System: Evaluation uses an eighty-point price and twenty-point specific goals framework. Full preference points are exclusively allocated to companies that are one hundred percent owned by Black Africans. This system prioritizes historical redress in award decisions over pure pricing.
Submission Protocol: Electronic submissions are strictly prohibited. Quotes must be physically placed in the designated quotation box by the closing time. Late submissions are automatically rejected.
Mandatory Evaluation Stages: Bids undergo three peremptory stages: administrative compliance, sample evaluation, and price/preference scoring. Failure at any stage results in immediate disqualification without further consideration.
Anti-Collusion & Cover-Quoting: Submitting multiple bids through related entities is strictly prohibited. Verification systems will detect overlapping registrations, and such practices constitute fraud, leading to immediate disqualification and potential criminal prosecution.
Delay Penalties: Late deliveries incur financial penalties calculated daily at the current prime interest rate applied to the delayed goods' value. Persistent failure may result in contract termination, damage claims, and a restriction penalty banning future public sector contracts for up to ten years.
Tax & Registration Compliance: Suppliers must maintain active Central Supplier Database (CSD) registration and valid tax clearance status. Non-compliance renders the bid non-responsive and ineligible for evaluation.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
