The primary objective is to engage qualified enterprises with expertise in Supply Chain Management to lease designated Nelson Mandela University campus locations and operate food and beverage service facilities. The initiative aims to enhance campus convenience by providing diverse dining and retail options while establishing a structured, three-year commercial partnership that supports student and staff needs.

Scope

The tender covers two distinct leasing opportunities across the South Campus in Summerstrand, Gqeberha:

• RFP5240/27/10/2026/NY: Leasing multiple sites to operate food trucks, shipping containers, and vending machines offering a variety of culinary and retail services.
• RFP5239/27/10/2026/NY: Leasing a dedicated site to establish and operate a food takeaway shop.

Both opportunities carry a fixed contract duration of three years. Successful bidders will be expected to participate in compulsory briefing sessions and subsequent site inspections to evaluate location specifications and operational parameters.

Technical Requirements

• Formal qualification and documented experience in Supply Chain Management.
• Capability to install, maintain, and safely operate mobile food units (trucks and containers) alongside automated vending equipment.
• Full compliance with Halaal dietary standards, including certified sourcing, preparation protocols, and ongoing audit readiness for the takeaway component.
• Operational systems capable of sustaining consistent service delivery, inventory control, and facility upkeep over a three-year term.
• Adherence to institutional procurement principles, acknowledging that contract award is performance-based and not automatically granted to the lowest financial bid.

Skills Requirements

• Proficiency in end-to-end supply chain logistics, including procurement strategy, stock forecasting, distribution routing, and waste management.
• Expertise in food safety regulations, hygiene compliance, and customer service management.
• Technical competency in troubleshooting and maintaining vending machinery, refrigeration units, and mobile kitchen infrastructure.
• Strong financial planning and business management skills to ensure profitability, cost control, and long-term sustainability.
• Familiarity with Halal certification frameworks and culturally appropriate food handling practices.

• Halaal: Refers to food products and preparation methods that strictly comply with Islamic dietary law. This requires verified halal-certified suppliers, segregated storage and cooking equipment, avoidance of prohibited ingredients, and regular third-party certification audits.
• Supply Chain Management (in this context): Encompasses the integrated oversight of all activities required to deliver food services efficiently, including supplier negotiation, inventory lifecycle management, logistics coordination, and operational workflow optimization.
