Objectives

The primary objective is to appoint a qualified service provider to deliver comprehensive video production services for the Sekhukhune District Municipality. The municipality seeks high-quality visual and audio content designed for official communication, stakeholder engagement, and digital dissemination.

Scope of Work

The project covers three integrated phases:

• Pre-Production: Development of video concepts, storyboards, and detailed shot lists aligned with municipal messaging.
• Production: Capture of professional footage including structured interviews, B-roll of infrastructure and facilities, cinematic establishing shots, varied framing (wide, medium, close-up), environmental/contextual scenes, and professional audio recording for interviews and ambient sound.
• Post-Production: Video editing and assembly, colour correction and grading, audio cleaning/mixing/mastering, sound design, music integration, motion graphics, animation, lower-thirds/name/title graphics, transitions, visual effects, and seamless B-roll integration. Final outputs must be optimised for multiple digital platforms while maintaining consistent branding, colour, and audio standards.

Technical Requirements

• Footage must be recorded in 4K UHD resolution or higher.
• Final deliverables must be supplied in industry-standard formats (e.g., MP4, MOV).
• Outputs must include both high-resolution master files and platform-specific compressed versions optimised for YouTube, Facebook, and other social media channels.
• All assets must maintain uniform colour grading, balanced audio levels, and cohesive municipal branding throughout the project.
• Production and post-production workflows must utilise professional-grade software such as Adobe Premiere Pro, After Effects, Audition, DaVinci Resolve, and Adobe Creative Cloud applications (or certified equivalents).

Skills & Experience Requirements

• A minimum of five years of proven professional experience in videography and end-to-end video production.
• Demonstrated capability in conducting and managing professional interview sessions.
• Strong expertise in cinematic storytelling and narrative-driven content creation.
• Proven track record of producing engaging content tailored for social media, corporate websites, and broader digital distribution.
• Practical experience shooting on location and operating effectively within formal, structured institutional or governmental settings.

Explanation of Procurement Terms

This tender utilises standard South African public sector procurement frameworks:

• MBD Forms: Mandatory Bid Documents (MBD 4, 6.1, 8, 9) used to verify bidder eligibility, tax compliance, Broad-Based Black Economic Empowerment (BBBEE) status, and declarations of interest or conflict.
• CSD Report: A Central Supplier Database summary that confirms a company’s registration and compliance status within national government procurement systems.
• HDI Preference Points: A preferential procurement scoring model allocating up to 20 points toward historical disadvantage goals (ownership by Black, Indian, or Coloured individuals; women-owned businesses; disability-owned enterprises; youth-owned entities; and local suppliers). The remaining 80 points are awarded strictly on price competitiveness.
