Objectives

The primary objective of this tender is to procure Visual Assistive Devices to support patients diagnosed with refractive errors. The aim is to acquire a range of optical devices, including spectacles, contact lenses, and low vision aids, that meet specified quality standards and technical requirements to enhance visual assistance services within the healthcare facilities.

Scope

The scope encompasses the supply, delivery, and potential maintenance of various optical devices such as:

• Spectacle sets (single, bifocal, multifocal)
• Contact lenses (hard/scleral)
• Low vision devices (telescopes, magnifiers)
• Spectacle frames and accessories
• Ready-made spectacles
• Replacement parts and optional accessories

The procurement covers devices suitable for use across multiple healthcare settings including clinics, district, regional, and specialized eye hospitals, with an emphasis on quality, durability, and compliance with standards.

Technical Requirements

The technical specifications include:

• Complete sets of spectacles with various lens types (organic, polycarbonate, high refractive index)
• Various lens tints (fixed, gradient, photochromic) and coatings (anti-reflection)
• Frames with flexi-temples, approved for normal wear, suitable for all face shapes and ages, including children
• Low vision devices such as telescopes, magnifiers, and stand magnifiers with specified magnification levels
• Rigid gas permeable contact lenses for corneal and scleral fitting
• Accessories for repairs and replacements, including nose pads and screw sets
• Packaging in standard vinyl cases, labeled appropriately
• Delivery within two weeks of order receipt, with a guarantee of quality and compliance with SABS standards

Skills Requirements

The supplier must demonstrate:

• At least five years of experience supplying optical devices
• Registration and current practice registration with the Health Professions Council of South Africa (HPCSA) for optometrists or dispensing opticians involved in advising on technical issues
• Capability to package and label spectacles according to standards
• Provision of technical support, including product training and after-sales service
• Ability to supply all specified accessories and optional items at competitive prices
• Compliance with procurement policies, including verification of company registration, tax compliance, and BBBEE status
