Objectives

The primary objective of this tender is to procure a vital signs monitor with oximetry and temperature measurement capabilities, including a stand, for use at GJ Crookes Hospital. The device must meet specified technical standards to ensure accurate patient monitoring across adult, paediatric, and neonatal care settings, and facilitate clinical assessments in various hospital departments.

Scope

The scope encompasses the supply, delivery, installation, and commissioning of the vital signs monitor, along with training and support services. It includes providing compatible accessories such as sensors, cuffs, cables, and optional mounting equipment. The procurement covers the technical and functional requirements detailed in the specifications, ensuring the equipment is suitable for use in diverse clinical environments including ICU, operating theatres, and emergency units.

Technical Requirements

• The monitor must be portable, lightweight, user-friendly, and equipped with a high-resolution colour display (minimum 8" or 21 cm diagonal) with clear visibility from at least 3 metres.
• Must measure and display ECG (minimum 5-lead), heart rate, NIBP (manual, auto, stat modes), SpO2 (including low perfusion and motion conditions), and temperature (accuracy ±0.1°C, range 25–40°C).
• Device should operate on 220V ±10% 50Hz mains power and have an internal rechargeable battery providing at least 1 hour of continuous operation, with automatic switch-over and visible indicators for power source.
• Equipment must be networkable, include an internal strip chart recorder, and comply with IEC 60601 standards for safety and electromagnetic compatibility.
• Must include provisions for mounting (wall, trolley, anaesthetic machine) and optional accessories such as sensors, cuffs, air hoses, and optional mounting brackets, with prices included in the bid.
• Guarantee minimum 24 months with guaranteed uptime of at least 99%, including scheduled maintenance and breakdown repairs at no extra cost.
• Equipment must be CE certified, compliant with SANAS/SABS standards, and include comprehensive manuals, calibration software, and training support.

Skills Requirements

• Bidder must demonstrate technical capability to supply, install, and maintain the monitor, including providing trained technicians with manufacturer-certified training in calibration, servicing, and repairs.
• Service and repair facilities must be established within KwaZulu-Natal, with qualified technicians available within 24 hours for maintenance and breakdown support.
• Bidder must provide detailed documentation, manuals, and software for troubleshooting, calibration, and upgrades, along with a spare parts plan covering at least 10 years.
• Training must be conducted by manufacturer-certified personnel, with certificates issued upon completion, within three months of delivery.
• Bidder should have proven evaluation and clinical validation of the device by recognized government or medical institutions.
