Objectives

The primary objective is to procure and deliver a once-off batch of specialized hygiene packs intended for post-operative care following Voluntary Male Medical Circumcision (VMMC) procedures. The packs are designed to support wound healing, maintain hygiene, and promote public health outcomes in line with provincial healthcare initiatives.

Scope

The contract covers the supply and delivery of 280 complete hygiene packs to the designated district facility. The scope is limited to a single delivery cycle with a strict turnaround time of two weeks from contract award. Responsibilities include packaging, logistics, quality assurance, and ensuring all items remain within their minimum six-month validity period upon receipt.

Technical Requirements

• Kit Composition: Each pack must contain a 100% polyester drawstring carry bag (printed with specific HIV prevention messaging), a 30cm × 30cm durable cotton face cloth, a 500ml wide-mouth plastic cylinder jar (lidless), 150g antimicrobial bath soap, an adjustable non-elastic nylon belt/penis elevator, and sterile 8-ply gauze (50mm × 50mm) packaged in sealed pouches of five.
• Quality & Condition: All items must be brand new, unused, and compliant with relevant South African National Standards (SANS/SABS) where applicable. Expired, refurbished, or second-hand goods are strictly prohibited.
• Compliance Declaration: Bidders must formally confirm adherence to the specification. Official quotation forms must be submitted unaltered and unretyped.
• Sample Verification: The top three scoring bidders will be notified to submit physical samples. These samples undergo objective evaluation against the specification. Non-compliant samples may lead to disqualification or a re-tender process.

Skills and Experience Requirements

• Demonstrated Capacity: Bidders must prove operational capability to fulfill the order. If pricing falls below market benchmarks, supporting documentation such as supplier quotations or historical delivery notes must be provided.
• Regulatory & Financial Standing: Active Central Supplier Database (CSD) registration, verified SARS tax compliance, and valid CIPC incorporation documents or sole proprietor affidavits are mandatory.
• Preference Qualifications: Submission of a valid BBBEE certificate or sworn affidavit is required to claim points under the preferential procurement framework. Enterprises manufacturing or producing within KwaZulu-Natal receive full allocation.
• Performance Track Record: Suppliers with documented history of undelivered contracts without justified cause will be classified as defaulters and excluded from evaluation.

• Sample-Based Award Process: Unlike standard goods tenders, this procurement mandates physical sample submission for shortlisted bidders. This ensures tangible verification of material quality, dimensions, and functionality before final contract award.
