Objectives

The primary objective of this tender is to procure waste management services in Cape Town Area 1, including the supply, placement, removal, and disposal of various sizes of skips at multiple specified sites. The aim is to ensure effective waste collection and disposal in compliance with environmental regulations and municipal bylaws, within a defined contract period from 07 April 2026 to 31 July 2026.

Scope

The scope encompasses:

• Provision of skips of various sizes (e.g., 3m³, 6m³, 12m³, 30m³) at designated locations such as Hout Bay Harbour, Acacia Park, Fernwood Estate, Custom House, and several SAPS sites.
• Scheduled collection and removal of waste from these sites, totaling approximately 130 services over the contract period.
• Adherence to environmental and municipal waste management standards.
• Compliance with delivery, collection, and disposal timelines as specified in the contract.

Technical Requirements

The technical requirements include:

• Supply of appropriately sized skips as per site-specific needs.
• Proper placement, removal, and disposal of waste in accordance with environmental legislation.
• Provision of proof of registration on the National Treasury’s Central Supplier Database (CSD).
• Adherence to specified delivery schedules and service frequencies.
• Compliance with environmental waste management acts and municipal bylaws.
• Submission of relevant documentation such as municipal rates statements, lease agreements, or permission to occupy for rural areas.
• Provision of valid BBBEE certificates and other empowerment documentation where applicable.

Skills and Competency Requirements

Bidder skills and competencies include:

• Demonstrated experience in waste management services, particularly in supplying and managing skips at multiple sites.
• Ability to comply with environmental and municipal waste regulations.
• Capacity to meet scheduled delivery and collection timelines.
• Provision of proof of registration on the CSD and relevant BBBEE certification.
• Financial stability to undertake the scope of work, including adherence to pricing and contractual obligations.
• Effective communication skills for technical and administrative enquiries.
