Objectives

The primary objective of this tender is to procure a Water Test and Treatment Service for water towers, HVAC plants, and autoclave softeners at Victoria Mxenge Hospital, KwaZulu-Natal. The service aims to ensure safe drinking water quality, compliance with relevant standards, and effective water treatment maintenance to support hospital operations.

Scope

The scope includes:

• Water testing and treatment of water towers, HVAC chilled water systems, and autoclave plant water softeners.
• Regular bacteriological and chemical testing as per SANS 241-1 standards.
• Maintenance and treatment of underground storage tanks (bottom tanks and top tanks).
• Provision of necessary chemicals, test strips, and equipment for ongoing water quality monitoring.
• Adherence to scheduled service frequencies (monthly, bi-weekly, weekly as specified).
• Compliance with water quality standards and reporting requirements.

Technical Requirements

The technical requirements include:

• Provision of qualified personnel with relevant certifications and experience in water treatment and testing.
• Implementation of water treatment chemicals and processes to maintain compliance with SANS 241-1 limits.
• Regular bacteriological testing of water tanks, with follow-up sampling until compliance is achieved.
• Use of approved test methods and equipment, including Leoganare test strips and bacteriological indicators.
• Preparation of detailed service schedules, inspection registers, and maintenance reports.
• Provision of a non-returnable safety file including risk assessments, safety procedures, and staff qualifications.
• Adherence to the specified service frequencies and documentation of all activities.
• Immediate corrective actions in case of non-compliance with water quality standards.

Skills Requirements

The successful bidder must possess:

• Qualified water treatment specialists with relevant certifications (e.g., water quality management, health and safety).
• Experience in hospital water systems and compliance with health standards.
• Ability to perform bacteriological and chemical water testing accurately.
• Knowledge of water treatment chemicals, dosing, and maintenance procedures.
• Capability to prepare detailed reports, service schedules, and safety documentation.
• Competence in risk assessment, safety management, and emergency response planning.
• Effective communication skills for coordination with hospital staff and reporting to the Department of Health.
