Objectives

The primary objective is to procure a standardized batch of weatherproof padlocks to enhance security across municipal facilities. The tender seeks to establish a cost-effective, compliant supply arrangement that delivers durable hardware meeting outdoor environmental standards, while aligning with national public procurement and transformation policies.

Scope

The scope is limited to the supply and delivery of one hundred (100) units of weatherproof Abus padlocks. All units must be key-alike, meaning a single master key will operate every lock. The contract covers product provision only; installation, maintenance, warranty claims handling, or logistical support beyond standard delivery are not included unless otherwise negotiated upon award.

Technical Requirements

• Products must be new, commercially available weatherproof padlocks manufactured by Abus or an equivalent manufacturer meeting comparable IP/weather resistance ratings.
• All 100 units must be keyed alike, ensuring uniform access control across municipal sites.
• Bidders must provide product specifications confirming corrosion resistance, shackle durability, and suitability for outdoor municipal use.
• No engineering drawings, custom manufacturing, or specialized testing certificates are required beyond standard manufacturer compliance data.

Skills Requirements

While no specialized technical or trade skills are mandated for the supply itself, bidders must demonstrate strong administrative, compliance, and logistics capabilities. Required competencies include:

• Preparation and submission of fully compliant quotation packages within strict deadlines.
• Maintenance of valid tax clearance, BBBEE documentation, and municipal compliance forms.
• Inventory management and reliable distribution networks to deliver the full quantity promptly.
• Understanding of municipal supply chain evaluation criteria, particularly the preferential scoring framework.
