Objectives

The primary objective of this quotation is to appoint a qualified service provider for the one-off servicing, maintenance, and installation of critical medical gas infrastructure at Christ the King Hospital, operating under the KwaZulu-Natal Department of Health.

Scope of Work

The successful bidder will be responsible for the comprehensive servicing and reticulation of medical gas systems. Key deliverables include:

• Maintenance and servicing of medical air and vacuum plants.
• Installation, testing, and upkeep of associated control systems.
• Conducting thorough site assessments, performing root cause failure analysis, and submitting detailed reports with actionable improvement recommendations.
• Executing all works in strict adherence to statutory health and safety regulations and facility-specific operational checklists.

Technical Requirements

Bidders must meet the following technical and contractual standards:

• Parts & Warranty: Only original equipment manufacturer (OEM) components are permitted. All parts must carry a minimum 12-month warranty, or the duration explicitly stated by the original manufacturer.
• Regulatory Compliance: All materials and services must align with relevant SABS/SANS specifications and fully comply with the Occupational Health and Safety Act (Act 85 of 1993).
• Specification Adherence: Bidders must formally confirm compliance with the attached specification document. Non-compliance results in immediate disqualification.
• Contract Validity: Quoted prices must remain firm for a 90-day validity period. Delivery costs must be fully inclusive.

Skills and Experience Requirements

To prove capacity to deliver, bidders must submit verifiable evidence of:

• Relevant Track Record: An official order and completion certificate (dated within the last 12 months) demonstrating prior experience in maintaining medical gas installations, reticulations, medical air/vacuum plants, and control systems.
• Certified Technicians: Proof that at least one assigned serviceman holds a current SAQCC Gas Registration for Medical Gases-Industrial. A clear, updated copy of the registration card (front and back) is mandatory.
• Site Protocol: All personnel deployed to the hospital must carry valid personal identification and certified copies of their professional qualifications during service execution.

• SAQCC Gas Registration: Stands for South African Quality Control Council for Gas. It is a mandatory national licensing framework that certifies technicians as legally authorized and technically competent to safely install, maintain, and commission medical and industrial gas systems in South Africa.
• 80/20 Preference Point System: A government procurement scoring methodology where 80 points are awarded based on competitive pricing and 20 points are reserved for socio-economic transformation goals. In this tender, the 20 points are exclusively allocated to South African-owned enterprises, requiring valid CIPC and BBBEE documentation to claim.
