Objectives

The primary objective is to procure clinically effective, sterile wound dressings incorporating activated charcoal and silver for patient care at Addington Hospital. The procurement seeks to establish a reliable supply agreement that complies with South African public sector procurement legislation, ensures product quality and safety, and promotes economic transformation through preferential scoring mechanisms.

Scope

The contract encompasses the supply of 15,000 units of wound dressings measuring approximately 10.5 x 10.5 cm. Deliveries must be made to Addington Hospital in KwaZulu-Natal. The quotation remains valid for 90 days, and all prices must be firm and inclusive of delivery costs to the designated receiving department. The evaluation follows a four-stage process covering administrative compliance, technical specification adherence, delivery capacity, and price/preference scoring.

Technical Requirements

• Composition & Design: 100% pure activated charcoal non-adhesive pad infused with silver (Actisorb or medically equivalent alternative).
• Clinical Specifications: Sterile, single-use, latex-free, and CE compliant.
• Packaging & Labelling: Supplied in cartons of individually sealed peel packs. Each unit must clearly display the date of manufacture, lot/batch number, manufacturer/company name, and an expiry date of at least 12 months from the delivery date.
• Quality & Standards: Products must meet applicable SABS/SANS standards and remain subject to inspection, testing, or analysis by the purchaser upon request.
• Sample Evaluation: A physical product sample must be submitted by the closing date for direct comparison against the technical specification. Non-compliant samples result in immediate disqualification.
• Warranty & Condition: All supplied items must be new, unused, and free from design, material, or workmanship defects. The supplier provides a 12-month warranty from delivery (or 18 months from shipment, whichever is earlier).

Skills and Qualification Requirements

• Regulatory Licensing: Bidders must possess a valid licence issued by the South African Health Products Regulatory Authority (SAHPRA). SAHPRA is the national statutory body mandated to regulate the safety, quality, efficacy, and ethical conduct of health products in South Africa; this licence confirms legal authorization to manufacture, wholesale, or distribute medical devices.
• Business & Financial Compliance: Mandatory submission of updated CIPC registration documents, a Central Suppliers Database (CSD) compliance report, and verified tax clearance status. Bidders must also provide a valid B-BBEE verification certificate or sworn affidavit.
• Proven Supply Chain Capacity: Evidence of operational capability must be demonstrated through at least one signed delivery note and corresponding purchase order from a public or private healthcare facility.
• Procurement Framework Compliance: Acceptance of the General Conditions of Contract (GCC) and Special Conditions of Contract (SCC), including clauses on performance security, liquidated damages for delays, anti-collusion declarations, and conflict-of-interest disclosures.
• Preferential Scoring System: The tender utilises an 80/20 preference point system, where 80 points are allocated to price competitiveness and 20 points are reserved for South African-owned enterprises to advance historical redress and local economic participation.
