Objectives

The primary objective is to train fourteen (14) Expanded Public Works Programme (EPWP) participants in Private Security Industry Regulatory Authority (PSiRA) accredited security grades. The programme aims to equip participants with the theoretical knowledge and practical competencies required for immediate placement and sustainable employment within the private security sector.

Scope

• Basic Security Training (Grades C, D & E): Seven (7) participants with no prior security qualifications will undergo foundational training covering patrolling, access control, incident reporting, and related duties.
• Supervisory Training (Grade B): Five (5) participants holding verified Grades C, D, or E will receive advanced instruction focused on team supervision, activity coordination, compliance monitoring, and operational management.
• Managerial Training (Grade A): Two (2) participants with verified Grades C through B will complete executive-level training encompassing strategic planning, risk assessment, crisis management, and site administration.
• Registration & Certification: The service provider must update and register all completed grades on the official PSiRA database, facilitate logistical arrangements for mandatory PSiRA office verifications, arrange transportation for certificate collection, and issue all certificates within sixty (60) days.
• Assessment Retakes: Contract provisions must allow participants who fail assessments to repeat specific grades before the project concludes.
• Training Venue: All sessions will be conducted at the Dikgatlong Local Municipality’s Rolbal Hall in Barkly West.

Technical Requirements

• Maintain valid and active PSiRA accreditation for the entire project duration.
• Ensure the core project team (facilitator, moderator, and assessor) holds current PSiRA-accredited Recognition of Prior Learning (RPL) facilitator certificates.
• Supply all necessary training materials, stationery, and instructional resources.
• Submit a detailed workplan outlining the minimum number of training days per grade and a clear execution strategy for delivering all five security grades.
• Provide firm, VAT-inclusive pricing valid for at least sixty (60) days, fully inclusive of logistics, transportation, registration fees, fingerprinting, and certification costs.
• Comply with statutory procurement requirements, including submission of a valid Tax Compliance Status PIN/Certificate and documented proof of PSiRA accreditation.

Skills Requirements

• Proven expertise and documented experience in delivering PSiRA-accredited security training across Grades A, B, C, D, and E.
• Ability to develop a comprehensive methodology that explicitly addresses all key deliverables, learning outcomes, and compliance standards.
• Competency in designing structured, realistic workplans that align with municipal timelines and participant progression pathways.
• Bidders must achieve a minimum functionality score of thirty (30) points during the initial evaluation stage to qualify for financial consideration.
