Objectives

The primary objective of this tender is to appoint a qualified service provider to refurbish the Coy Student Residence, Oxford Wing at Potchefstroom College of Agriculture (Phase 2). The project aims to upgrade and renovate the existing residence facilities in line with departmental support programs, ensuring compliance with relevant standards and regulations, and fostering local employment and community involvement.

Scope

The scope of work includes:

• Regulatory compliance and obtaining necessary municipal and environmental authorizations.
• Site establishment, surveying, and mapping.
• Supply and delivery of all building materials and equipment.
• Construction of sub-structures, brickwork, plastering, drainage, and related civil works.
• Electrical and plumbing installations, including wiring, water reticulation, and fixture installation.
• Interior finishes such as plastering, painting, tiling, ceiling installation, and joinery work.
• Installation of gutters, downpipes, and facade repairs.
• Site clearance and debris removal.
• Commissioning, testing, and submission of as-built drawings and manuals.

The project is executed in four phases: regulatory preparations, site establishment, construction, and commissioning.

Technical Requirements

The technical requirements encompass:

• Adherence to all relevant standards including SABS specifications, National Building Regulations, and environmental standards.
• Construction in accordance with approved drawings, specifications, and Bill of Quantities.
• Use of only approved, high-reliability equipment and materials.
• Implementation of safety, health, and environmental management plans.
• Proper site management, including security, safety, and quality control.
• Provision of "As Built" drawings, operation, and maintenance manuals.
• Compliance with occupational health and safety regulations, including PPE, safety files, and site supervision.
• Timely commencement within two weeks of contract award and completion within the stipulated timeframe.

Skills and Skills Requirements

The tender requires bidders to demonstrate:

• Proven experience in similar refurbishment projects, with detailed project references and certificates of completion.
• Technical expertise in civil, electrical, plumbing, and finishing works, supported by qualified artisans and technical personnel.
• Financial capacity to undertake the project, evidenced by bank ratings and relevant financial documentation.
• Ability to mobilize and establish site operations promptly.
• Knowledge of and compliance with relevant standards, codes, and environmental regulations.
• Capacity to provide all necessary equipment, materials, and skilled labor, including local employment commitments.
• Capability to produce detailed work plans, schedules, and quality assurance procedures.

Additionally, bidders must submit evidence of previous similar work, customer references, and relevant registration and compliance documents as part of their bid submission.
