Tender Summary: Business Continuity Management Master Class

Objectives

The primary objective of this tender is to equip fourteen (14) officials from the Department of Forestry, Fisheries & Environment with advanced knowledge and practical tools to establish, implement, maintain, and continually improve a Business Continuity Management System (BCMS). The training aims to enhance organizational resilience, ensure operational continuity during disruptive incidents, and align departmental practices with internationally recognized standards.

Scope of Work

• Training Delivery: Conduct a comprehensive, five-day face-to-face master class for 14 designated officials.
• Location & Logistics: Training will be conducted at a venue around Pretoria. The successful bidder is responsible for securing the venue and providing full catering services, including breakfast, lunch with one soft drink per person daily, and afternoon tea throughout the five days.
• Curriculum & Materials: Deliver a blended learning program combining theoretical instruction, practical case studies, ready-to-use templates, and interactive workshops focused on BCMS development and maintenance.
• Assessment & Certification: Administer a formal competency assessment at the conclusion of the course. Successful delegates will receive a certificate of competency validating their proficiency in BCMS implementation.
• Administrative Compliance: Submit all required Standard Bidding Documents (SBDs), a formal quotation on official company letterhead, Central Supplier Database (CSD) verification, and mandatory trainer accreditation proof.

Technical Requirements

• Training content must strictly align with the ISO 22301:2019 standard for Business Continuity Management Systems.
• All pricing must be firm, inclusive of Value Added Tax (VAT), and cover venue hire, catering, materials, assessment, and certification costs.
• Bidders must provide a detailed breakdown of unit and total amounts, excluding VAT initially, followed by calculated 15% VAT and grand total.
• Quotations must remain valid for ninety (90) days from the closing date.
• Strict adherence to preferential procurement regulations is required, including submission of signed SBD 6.1 forms and supporting documentation for ownership claims.

• Mandatory Trainer Accreditation: The individual facilitating the training must possess a current Professional Evaluation and Certification Board (PECB) ISO 22301 Senior Lead Implementer certificate. Submission of this proof is compulsory; failure to provide it will result in immediate disqualification.
• Instructional Expertise: The service provider must demonstrate proven capability in delivering high-level, specialized corporate training with measurable learning outcomes and standardized assessment protocols.
• Compliance & Administration: Bidders must exhibit strong administrative capacity to manage government procurement returnable documents, tax compliance verification, and Central Supplier Database registration.
