Objectives

The primary objectives of this tender are to establish a 36-month contract for the servicing, maintenance, inspection, and repair of fire equipment across designated areas in the Western Cape. The aim is to ensure the safety and operational readiness of fire protection systems in government buildings, military, correctional, and other state-owned facilities, in compliance with relevant standards and legislation.

Scope

The scope encompasses:

• Servicing and maintenance of various fire extinguishers (DCP, CO2, foam, water), hose reels, hydrants, and associated fire-fighting equipment.
• Inspection, testing, recharging, replacement, and repair of fire equipment as per specifications and standards (e.g., SANS 1475, SANS 1186).
• Provision of both scheduled and non-scheduled (emergency) services across multiple locations including government offices, military bases, prisons, hospitals, and other facilities within specified areas.
• Provision of qualified personnel, vehicles, and necessary materials to carry out the work.
• Compliance with health, safety, security, and legislative requirements during service delivery.

Technical Requirements

The technical scope includes:

• Inspection and testing of fire extinguishers, including pressure tests, recharging, and replacement of damaged parts.
• Servicing of fire hose reels, including pressure testing, replacement of hoses, nozzles, and fittings.
• Maintenance and testing of fire hydrants, including pressure checks and repairs.
• Replacement of fire equipment components such as cabinets, backboards, and signage.
• Adherence to manufacturer specifications, relevant standards (SANS 1475, SANS 1186), and safety regulations.
• Proper documentation of all inspections, repairs, and tests in prescribed registers and reports.
• Provision of emergency response and after-hours services within specified response times.

Skills and Competency Requirements

The tenderer must demonstrate:

• Experience in servicing fire equipment, with a minimum of two completed projects over the past 10 years, each valued at least R450,000.
• Qualified personnel, including at least two accredited technicians registered with SAQCC, with a minimum of 3 years' relevant experience in fire equipment repairs and maintenance.
• Proof of registration of technicians and technical staff, including CVs and certified qualifications.
• Provision of at least two vehicles suitable for service operations in the designated areas, with valid licensing and registration.
• Compliance with health and safety regulations, including security clearance, hazard assessments, and use of PPE.
• Capability to respond promptly to emergency and scheduled service requests, with specified response and resolution times.
• Ability to maintain comprehensive records, reports, and documentation as per tender requirements.
• Demonstrated capacity to work within the legislative framework, including COIDA, OSHA, and local regulations.
