Objectives

The primary objective of this tender is to select a suitable service provider to render comprehensive banking services/products for Midvaal Local Municipality for the period from 01 April 2027 to 31 March 2032. The services aim to facilitate efficient cash collection, electronic banking, transaction processing, reporting, and related banking functions to support the municipality’s financial operations.

Scope

The scope includes:

• Provision of banking services for municipal accounts, including collection of cash at designated points (Head Office, Traffic Department, etc.).
• Implementation of electronic banking services, including online transactions, fund transfers, and payment processing.
• Integration of banking systems with the municipality’s financial and payroll systems.
• Provision of reporting, audit trails, and query management functionalities.
• Ensuring smooth transition from current banking arrangements and ongoing operational support.
• Provision of cash deposit and cash management services, including insurance coverage for cash in transit.

Technical Requirements

The technical requirements include:

• Banking system integration with the municipality’s financial system (Solar) and payroll system.
• Secure electronic banking platform with user management and access controls.
• Real-time transaction processing with detailed audit trails.
• Reporting capabilities including daily, monthly, and ad-hoc statements and reconciliation reports.
• Cash collection and deposit services at specified points with daily collection schedules.
• Insurance coverage for cash deposits against loss or theft.
• Implementation of fraud prevention measures such as authorizations, password controls, and transaction monitoring.
• Provision of training and support for system users.
• Compliance with all regulatory and security standards applicable to banking services.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in providing banking services to municipal or similar public sector entities.
• Technical capability to integrate banking systems with municipal financial systems.
• Expertise in secure electronic banking platform deployment and management.
• Ability to provide comprehensive reporting, audit, and query functionalities.
