Objectives

The primary objective of this tender is to establish a contract for the provision of abnormal load escorting and security services on an “as and when” basis over a period of 60 months. The services aim to ensure safe transportation of abnormal loads, compliance with legal and safety standards, and effective escorting and security measures during transportation across South Africa, including cross-border projects within the SADC region.

Scope

The scope of work includes:

• Providing escort services for abnormal loads requiring special handling and permit compliance.
• Utilizing escort vehicles with trained personnel, marked with yellow warning lights, and equipped with necessary safety signage and communication devices.
• Monitoring and guiding abnormal loads during transit, ensuring safe passage through congested or sensitive areas, and coordinating with traffic authorities.
• Ensuring all legal permit conditions are met, including compliance with TRH11 guidelines and permit conditions related to warning devices, signage, and escort procedures.
• Providing security personnel for escorting when required, who are PSIRA registered and compliant with South African security regulations.
• Managing documentation, permits, and records of each escort operation.
• Operating across various provinces with a requirement for a national footprint and local presence for swift response.

Technical Requirements

The technical requirements include:

• Escort vehicles must be equipped with yellow warning lights, warning boards, flags, and other safety devices as per TRH11 specifications.
• Escort personnel must be trained in accident prevention, emergency procedures, and effective communication, with valid PSIRA registration and firearms permits for armed escorts.
• Vehicles must be roadworthy, equipped with first aid kits, fire extinguishers, and communication devices.
• All permits, licenses, and documentation must be valid and maintained throughout the contract period.
• Adherence to safety standards, including the use of PPE, safety vests, and appropriate signage.
• Provision of 16D sticks and Eskom-approved Cable Height meters for measuring load height.
• Implementation of safety and precautionary measures to protect road users, personnel, and Eskom assets.

Skills and Skills Development Requirements

The skills and personnel requirements include:

• Personnel must possess valid PSIRA registration, Firearm Control Act compliance, and relevant security training certificates.
• Armed escort officers must have updated competency certificates, firearm permits, and be in constant communication with a control room.
• Escort teams must be capable of providing tactical protection, effective communication, and emergency response.
• Personnel should be RSA citizens and carry all necessary security equipment, including bullet-proof vests, handcuffs, batons, and communication devices.
• Operators must undergo regular training, including health and safety, environmental compliance, and emergency procedures.
• The contractor is required to develop skills through a bursary program, offering one-year university bursaries valued at R120,000 per student for every R6 million (or R4.8 million) invoiced, targeting local students and communities.
• Contractors must submit a detailed plan for job creation, retention, and skills development, including local employment and socio-economic initiatives.

• Compliance with all legal, safety, and environmental regulations.
• Provision of detailed escort documentation, route records, and incident reports.
• Availability of services 24/7 or as specified in permit conditions.
• Adherence to confidentiality and data protection agreements.
• Participation in regular meetings, reporting, and performance evaluations.
• Implementation of B-BBEE and supplier development targets, with emphasis on local content, skills development, and socio-economic transformation.
