Tender Summary

Objectives

The primary objective is to strengthen financial governance, accountability, and long-term sustainability within the local sport and recreation sector. The programme aims to equip school sport coordinators, community clubs, federations, and related sport structures with practical financial management capacity to improve budgeting, record-keeping, reporting, and compliance with municipal and funding requirements.

Scope of Work

The successful bidder will design and deliver an accredited training programme covering essential financial management topics for sport structures. Key deliverables include:

  • Development of a training plan, facilitator guide, assessment tools, and an inception report prior to commencement.
  • Delivery of training across multiple sessions covering sport financial governance, budgeting, bookkeeping, fundraising, procurement control, financial reporting, and risk management.
  • Provision of practical exercises, learner manuals (printed and digital), stationery, and assessment materials.
  • Coordination of logistics and venue setup with the Municipality (venue provided by the Municipality).
  • Ongoing learner support and facilitation of external moderation in line with industry standards.
  • Submission of a comprehensive post-training report detailing attendance, assessment outcomes, moderation results, certification status, photographic evidence, and recommendations.

Technical Requirements

Bidders must meet strict functional and compliance criteria to qualify for evaluation:

  • Achieve a minimum functional score of 70 out of 100 points during the technical evaluation phase.
  • Hold valid accreditation or a formal agreement with CATHSSETA (Culture, Arts, Tourism, Hospitality and Sport Education and Training Authority) or another relevant accredited provider, granting authority to deliver, assess, moderate, and certify training.
  • Demonstrate verifiable experience in delivering similar financial management programmes for community, NPO, or sport structures within the last five years.
  • Provide a lead facilitator with a relevant financial qualification, registration as an assessor and moderator, and three to four years of practical experience.
  • Submit a methodology clearly aligned to local sport structures, with realistic timelines and post-training support mechanisms.
  • Comply with all mandatory regulatory submissions, including Central Supplier Database (CSD) registration (the national government procurement registry), SARS Tax Compliance PIN, Broad-Based Black Economic Empowerment (B-BBEE) verification certificate or sworn affidavit (a South African policy framework for economic transformation), and proof of up-to-date municipal account payments.
  • Quote all-inclusive, fixed prices valid for ninety days. Travel costs will be reimbursed at the applicable SARS rate, and accommodation must comply with municipal cost-containment policies.

Skills Requirements

Service providers must possess specialized expertise in both financial management and adult education delivery:

  • Deep understanding of financial governance, budgeting, bookkeeping, fundraising, procurement controls, and reporting frameworks specific to non-profit and community sport entities.
  • Curriculum development and instructional design capabilities tailored for diverse, often informal, sport structure representatives.
  • Certified competencies in assessment and moderation aligned with SETA or QCTO standards (national bodies overseeing vocational training and certification) to ensure nationally recognized certification upon completion.
  • Strong project management and logistical coordination skills to manage multi-session training, material distribution, and stakeholder liaison.
  • Ability to compile detailed analytical reports, track learning outcomes, and provide actionable recommendations for sustaining financial practices post-training.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
