Objectives

The primary objective of this tender is to solicit contractors or suppliers to perform chemical cleaning and pressure testing of water boxes at Matla Power Station. The cleaning aims to remove fouling, scale, corrosion products, and other deposits, ensuring the water boxes are restored to optimal condition. The evaluation process emphasizes the tenderer's ability to meet mandatory and qualitative requirements, ensuring technical compliance and quality standards are achieved over the 60-month period on an "as and when required" basis.

Scope

The scope of work includes:

• Chemical cleaning of pump water boxes to remove fouling, scale, and corrosion deposits as detailed in scope MET-054211.
• Pressure testing of the cleaned water boxes to verify integrity and performance.
• Provision of facilities, equipment, and expertise for off-site chemical cleaning and pressure testing.
• Monitoring and control of chemical cleaning processes, including chemical concentration and process parameters.
• Documentation and reporting of the cleaning and testing activities.

The scope is applicable for a period of 60 months, with work performed on an "as and when required" basis.

Technical Requirements

The technical requirements are divided into mandatory and qualitative criteria:

Mandatory Technical Evaluation Criteria

• Declaration of compliance to the full scope of work.
• Availability of a suitable chemical cleaning facility and circulation equipment, including proof of ownership or lease agreements.
• Capability to monitor chemical concentrations and process parameters.
• Availability of pressure testing equipment with proof of capability.

Qualitative Technical Evaluation Criteria

• Company experience with chemical cleaning and pressure testing, demonstrated through references, past orders, or certificates within the last five years.
• Detailed chemical cleaning methodology addressing aspects such as chemical cleaning, flushing, passivation, leak repair, chemical analysis, and reporting.
• Method statement covering safety precautions, equipment/instruments, cleaning process steps, quality control measures, and documentation.

Additional technical considerations include acceptable and unacceptable risks and conditions, which will influence the evaluation and approval process.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in chemical cleaning and pressure testing of water systems, supported by verifiable references or contracts.
• Technical capability to perform chemical cleaning, including the availability of suitable facilities, equipment, and monitoring tools.
• Ability to develop and implement comprehensive method statements covering safety, process, quality control, and documentation.
• Compliance with relevant standards such as ISO 9001 and adherence to the supplier quality management requirements.

Personnel involved should possess the necessary technical expertise and qualifications to execute the scope of work effectively and safely.
