Objectives

The primary objective of this tender is the acquisition or provisioning of office accommodation for the Department of Education's Hlanganani Circuit Office. The aim is to secure suitable, compliant, and functional office space that meets the department's operational needs, including specific space, security, and infrastructural requirements, within the specified location and timeframe.

Scope

The scope encompasses the procurement of office accommodation, either through purchase or lease, including existing buildings or new construction, located within the specified area of Groblersdal town in Sekhukune District. It involves providing the required space for various offices, facilities, and amenities, ensuring compliance with relevant standards, regulations, and departmental specifications. The scope also includes meeting specific criteria related to security, accessibility, finishes, and facilities for persons with disabilities, as well as adhering to procurement and contractual procedures.

Technical Requirements

• Office space of approximately 506 m², including designated offices, store rooms, toilets, and ancillary facilities.
• Building must comply with the National Building Regulations and Occupational Health and Safety Act.
• Security measures including burglar proofing, fencing, access control, and emergency assembly points.
• Facilities for persons with disabilities, including ramps, accessible toilets, and appropriate signage.
• Provision of air-conditioning, lighting, power points, and communication infrastructure (telephones, fax, data).
• Water supply with backup, fire safety equipment, and adequate parking facilities.
• Design and finishes to meet departmental standards, including washable walls, durable ceilings, and appropriate floor coverings.
• Construction or adaptation of the building within specified timeframes (e.g., occupation within 90 days for existing buildings or 36 months for new builds).
• Compliance with environmental and green building policies where applicable.

• Financial stability and compliance with tax and supplier registration requirements, including CSD registration and SARS tax compliance.
