Objectives

The primary objective of this tender is to secure services for the ad-hoc repair and maintenance of the water reticulation network and plumbing within the Port of Port Elizabeth. The contract aims to ensure the ongoing integrity, functionality, and safety of water infrastructure over a period of thirty-six (36) months, with work to be performed as and when required.

Scope

The scope includes:

• Repairs and maintenance of water reticulation networks and plumbing systems within the specified port area.
• Provision of related services such as installation, replacement, and testing of water meters, gate valves, standpipes, and landing valves.
• Earthworks, pipe installation, and associated civil works.
• Supply and installation of water meters, standpipes, landing valves, gate valves, and flange adaptors.
• Ad-hoc repairs, inspections, and ongoing maintenance activities as required over the contract duration.

Technical Requirements

The technical scope is detailed in Annexure B and includes:

• Proven experience managing infrastructure projects, with a minimum of 5-6 projects managed by the site agent in infrastructure construction or maintenance.
• Qualified personnel, including a site agent with relevant construction qualifications (Matric or NQF Level 4 or higher, or diploma/degree in construction-related courses).
• Availability of plant and vehicles such as light-duty vehicles, TLBs, or Tippers, with proof of ownership or lease.
• Compliance with health and safety standards, including security clearance, safety plans, incident management, and environmental policies.
• Provision of necessary certifications such as CIDB grading of 2CE or higher, plumber trade test certificates, and relevant safety training.
• Adherence to specifications for civil, mechanical, and plumbing works, including installation, testing, and calibration of water meters and valves.

Skills Requirements

The tender mandates the following skills and qualifications:

• Qualified site agent with experience in infrastructure projects, holding NQF Level 4 or higher in construction or related fields.
• Trade-tested plumbers issued by QCTO or NAMB accredited centers.
• Proficiency in civil and mechanical installation works, including earthworks, pipe laying, and valve installation.
• Competence in health and safety management, including risk assessments, incident reporting, and safety compliance.
• Operational skills in managing plant and equipment, including vehicles and machinery relevant to water infrastructure works.
• Ability to provide comprehensive documentation such as CVs, training certificates, safety plans, and compliance certificates.
