Objectives

The primary objectives of this tender are to establish a panel of civil engineering contractors to support infrastructure development within Ingquza Hill Local Municipality over a period of 29 months. The focus is on providing civil engineering services that include gravelling, drainage improvements, and other related works, with an emphasis on labour-intensive methods to maximize local employment and training opportunities.

Scope

The scope encompasses:

• Establishment of a panel of contractors graded from 3CE to 8CE (or higher) for civil engineering works, with a maximum of 10 bidders per grade range.
• Provision of civil engineering services such as gravelling, drainage, and road maintenance within the municipality's jurisdiction.
• Execution of works on an as-and-when-required basis, including planned maintenance and emergency repairs.
• Construction of gravel access roads and related infrastructure, employing labour-intensive methods to promote local employment.
• Monitoring and review of contractor performance during and after project completion.
• Procurement of services through a panel system, with work allocated based on project value and CIDB grading, up to a maximum threshold of R130 million per project.

Technical Requirements

The technical requirements include:

• Registration with the Construction Industry Development Board (CIDB) in appropriate grading (3CE to 8CE or higher).
• Provision of management and supervisory staff with specified experience and qualifications, including CVs and proof of NQF levels.
• Successful completion of relevant civil works projects with specified minimum values, depending on the grading category.
• Submission of detailed methodology, preliminary programmes, and schedules demonstrating understanding of work sequencing and resource planning.
• Provision of proof of ownership or hire of plant and equipment, with proof attached (NATIS certificates or signed hire letters).
• Development and submission of comprehensive Health and Safety Plans in accordance with the Occupational Health and Safety Act, including risk assessments, site safety measures, and safety management procedures.
• Adherence to labour-intensive construction practices, maximizing local labour employment, and complying with relevant labour laws and regulations.
• Provision of performance guarantees (10% of contract value) and insurance cover as specified.
• Compliance with environmental legislation, including the Environmental Conservation Act and the National Environmental Management Act, with appropriate environmental management plans.

Skills and Skills Requirements

The tender specifies the following skills and qualifications for key personnel:

• Contract Manager: Minimum 5-10 years of civil engineering management experience, NQF Level 5 qualification, with proof via CV and certificates.
• Site Agent: At least 5-7 years of civil works experience, NQF Level 5 qualification, with relevant CV and proof of experience.
• Health and Safety Officer: Minimum 3-7 years of safety management experience, SAMTRAC certification, with proof of qualifications and CV.

Additional skills include:

• Proven project experience with successful completion of projects exceeding specified minimum values.
• Ability to develop and implement detailed methodologies, work programmes, and resource schedules.
• Plant and equipment ownership or hire with valid NATIS certificates or signed hire agreements.
• Knowledge of environmental legislation and ability to prepare environmental management plans.
• Capacity to execute labour-intensive construction methods and maximize local employment.
