Objectives

The primary objective of this tender is to appoint a reputable service provider to deliver the Advanced Management Development Programme (AMDP) aimed at training 20 officials. The programme seeks to enhance middle managers' capabilities in strategic leadership, governance, financial management, people management, innovation, and organisational performance to improve service delivery and organisational effectiveness.

Scope

The scope of work includes:

• Programme Design: Conduct training needs analysis, customise content, develop learning materials, facilitator guides, participant manuals, and submit implementation plans.
• Programme Delivery: Facilitate modules covering strategic leadership, planning, governance, financial management, human resource management, change management, stakeholder communication, and an action learning project.
• Assessment and Certification: Conduct assessments, moderate where necessary, support learners, issue certificates, and submit related reports.
• Reporting: Provide inception, attendance, progress, assessment, completion, and close-out reports.
• Target Group: 20 officials across junior, middle, and senior management levels.

Technical Requirements

The service provider must:

• Be accredited by the Quality Council for Trades and Occupations (QCTO) or recognized by the Department of Higher Education and Training (DHET).
• Provide proof of accreditation or registration certificates.
• Ensure facilitators, assessors, and moderators are qualified, competent, and registered with relevant quality assurance bodies.
• Propose facilitators with relevant postgraduate qualifications (Honours or Master’s degrees preferred) and a minimum of three years' management and leadership facilitation experience.
• Provide at least three reference letters or proof of previous relevant assignments within the past 7 years.

Skills Requirements

The bidder’s team must demonstrate:

• Strong expertise in management and leadership development.
• Ability to customise training content to the department’s environment.
• Competence in designing and delivering adult learning programmes.
• Experience in conducting assessments, moderations, and issuing certificates.
• Capability to develop comprehensive reports and facilitate effective training sessions.
• Proven track record in managing similar organisational development projects.
