Objectives

The primary objective of the tender is to procure an Advanced Road Safety Law Enforcement Solution that encompasses the full lifecycle management of traffic fines, from offence detection to finalisation, including legal processes such as summons and warrants of arrest. The solution aims to enhance traffic law enforcement efficiency, improve compliance, and incorporate specific goals such as promoting local enterprise participation and B-BBEE compliance.

Scope

The scope includes the provision, installation, maintenance, and operation of a comprehensive traffic law enforcement system. This involves:

• Processing camera-generated fines, including offence capture, legal processing, summons, and warrants.
• Deployment of mobile digital speed cameras and red-light cameras compliant with SABS standards.
• Provision of electronic ticketing devices, handheld enforcement tools, and support vehicles.
• Implementation of a Traffic Contravention Management System integrated with databases such as e-NaTIS and court systems.
• Installation of infrastructure for camera setup, including compliance with relevant legislation and municipal procedures.
• Provision of training, calibration, maintenance, and support services for all equipment and systems.
• Inclusion of reporting, data management, offender tracking, and public interface functionalities.

Technical Requirements

The technical specifications cover hardware, software, and operational functionalities, including but not limited to:

• Windows-based Traffic Contravention Management System capable of cloud deployment with remote pay points and court interface.
• Camera equipment compliant with SABS 1795, featuring high-resolution digital lenses, 3D tracking, internal ANPR, accelerometer, gyro, and tamper detection.
• Mobile speed cameras supporting radar detection, interference jamming resistance, lane classification, and environment protection.
• Red-light and speed enforcement cameras with dual images, tamper detection, and environmental durability.
• Electronic handheld ticketing devices with offline capabilities, GPS tracking, wireless communication, barcode scanning, signature capture, and integrated printers.
• Support vehicles equipped with necessary technology for enforcement, warrant execution, and offender tracking.
• Data security, calibration, maintenance, and support protocols aligned with TCSP guidelines and legal standards.
• Reporting tools, system administration, and integration with existing municipal and national databases.

Skills Requirements

The tenderer must demonstrate the capacity to deliver and support the solution through:

• Proven experience of at least 10+ years in traffic enforcement systems, including speed and red-light cameras and back-office management.
• Qualified project managers with relevant CVs showing extensive experience (preferably over 10 years).
• Technical expertise in deploying, calibrating, maintaining, and repairing high-tech traffic enforcement equipment.
• Capability to provide comprehensive training to traffic officers and support staff, including refresher courses and operator certification.
• Ability to develop and implement a revenue collection plan, offender tracking, and data management strategies.
• Experience in integrating enforcement systems with national databases such as e-NaTIS and court systems.
• Demonstrated capacity for ongoing support, system updates, and compliance with standards and legislation.
• Provision of proof of previous similar projects, company experience, and references.
