Objectives

The primary objective of this tender is to establish a panel of qualified contractors capable of providing construction, maintenance, refurbishment, and operational services for various capital projects within the iSimangaliso Wetland Park over a period of sixty months. The aim is to streamline procurement processes, enhance project implementation efficiency, and support the park’s strategic and heritage preservation goals by ensuring transparent, fair, and equitable access to construction services.

Scope

The scope encompasses the creation of a contractor panel to undertake a wide range of works including:

• Construction of infrastructure and tourism facilities
• Refurbishment, maintenance, repair, and operational support of park infrastructure
• Building and tourism infrastructure development across all regions of the park

The extent of work is not limited to but includes infrastructure development, refurbishment, maintenance, and operational activities related to tourism and general building works within the park’s regions.

Technical Requirements

Contractors must meet specific technical standards, including:

• CIDB registration at appropriate grading levels (CIDB 1-3 for minor works, CIDB 4-6 for intermediate, CIDB 7 and above for major works)
• Proven experience in relevant construction, refurbishment, and maintenance projects
• Availability of qualified professionals, including site managers, supervisors, and safety personnel, with certified qualifications and relevant experience
• Compliance with health and safety standards, including signing and adherence to health and safety specifications
• Provision of detailed methodology, infrastructure, staffing, and resource plans demonstrating capability to deliver projects effectively
• Demonstration of project planning through comprehensive programmes and schedules
• Provision of references and proof of previous project completion and contract values

Skills Requirements

Applicants must possess the following skills and qualifications:

• Registered professionals with relevant CIDB grading and certifications
• Experienced site managers, engineers, and supervisors with a minimum of 5-10 years’ experience in similar projects
• Skilled artisans and workers, both skilled and unskilled, with appropriate training and certification
• Health and safety officers with valid certifications and experience in construction safety management
• Capability to prepare and implement detailed work methodologies, project programmes, and resource plans
• Proven ability to manage multiple projects, adhere to budgets and schedules, and ensure quality standards
• Knowledge of environmental and heritage conservation standards applicable to the park
