Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct a bulk density survey using dynamic cone penetrometer testing and a volumetric survey at Power Stations operated by the City of Tshwane. The surveys aim to assess the construction quality, safety parameters, and storage conditions of coal stockpiles to prevent spontaneous combustion and ensure safe storage and handling of coal.

Scope

The scope includes:

• Conducting bulk density surveys via dynamic cone penetrometer testing at specified power stations.
• Performing volumetric surveys for accounting and audit purposes of coal stockpiles.
• Temperature testing, gas testing (CO₂, CO, O₂ detection), and density determinations.
• Calibration of equipment prior to work commencement.
• Work to be carried out under supervision of power station maintenance teams.
• Provision of tools, equipment, consumables, and safety measures compliant with occupational health and safety regulations.

Technical Requirements

The technical requirements specify that:

• The construction and methodology of coal stockpiles must meet safety and compaction standards to prevent self-heating and spontaneous combustion.
• Regular monitoring including temperature, gas, and density tests is essential for safety assurance.
• The volumetric survey involves comprehensive monitoring, including temperature tests and bulk density determinations.
• All equipment used must be calibrated and certified before work begins.
• Work must adhere to relevant standards and legislations related to bulk density and volumetric surveys.

Skills Requirements

The successful bidder must demonstrate:

• Experience in conducting bulk density and volumetric surveys at power stations or similar facilities.
• Ability to perform temperature and gas testing accurately.
• Competence in operating and calibrating dynamic cone penetrometer equipment and other testing tools.
• Knowledge of safety protocols and compliance with occupational health and safety regulations.
• Capacity to work under supervision of power station maintenance teams and coordinate effectively.
