The primary objective of this tender is to appoint a qualified and experienced service provider to support the development and update of the 2027/2028 Sector Skills Plan (SSP) for the MICT SETA.   • Creating sub-sector SSP reports for the five MICT sub-sectors, including sector profiles, trend analysis, and dynamic insights.
  • Ensuring regional responsiveness and sector-specific analysis to inform targeted skills interventions.
  • Delivering final reports, presentations, infographics, and evidence portfolios within the contract timeline.

Technical Requirements

The successful bidder must:

  • Update the SSP chapters (1, 2, 3, and 6) in line with the DHET SSP Framework and Guidelines.
  • Develop comprehensive provincial and sub-sector reports, including regional and sectoral analyses.
  • Provide weekly progress reports, final reports not exceeding 65 pages, and presentation materials.
  • Include infographics and snapshot summaries highlighting key findings, aligned with MICT SETA branding.
  • Compile a portfolio of evidence comprising data sets, interview transcripts, and synthesis reports for each chapter.
  • Ensure all deliverables are completed within an eight-month contract period, with the final SSP submission due by 1 August 2026.
  • Transfer all data, reports, and documents ownership rights to MICT SETA upon completion.

Skills Requirements

The bidder must demonstrate the capacity and expertise to deliver the project through:

  • Research and Sector Analysis Skills: Proven experience in labour market analysis, SSP development, and sector research, with samples of relevant completed work within the last five years.
