Objectives

The primary objective of this tender is to appoint a reputable, experienced, and well-resourced company to provide cash-in-transit services to the Department of Home Affairs across all its offices, including Head Office, for a period of 5 years (60 months). The service aims to ensure the secure collection and banking of cash transactions, which persist despite the installation of Point-of-Sale devices, thereby enhancing security and operational efficiency.

Scope

The scope of the tender includes:

• Provision of cash-in-transit services at DHA offices across all 8 provinces and Head Office.
• Execution of scheduled cash collection frequencies as per the department’s requirements (e.g., daily, weekly, or specified intervals).
• Inclusion of all related logistics, such as transportation, security, and handling of cash and valuables.
• Potential to propose value-added solutions like drop boxes, subject to the department’s discretion.
• Adherence to the department’s phased implementation, including possible termination of services upon the rollout of cashless systems.

Technical Requirements

The successful bidder must meet the following technical conditions:

• Uninterrupted cash-in-transit services to all designated offices and Head Office.
• Provision of a fleet of specially designed cash-in-transit vehicles with appropriate security features.
• Employment of a trained and established armed guard force, with a minimum of 30 firearms licenses and PSIRA registration.
• Availability of a functional security control room with communication equipment and armored vehicles.
• Compliance with legal and regulatory standards, including ICASA licenses for communication equipment and public liability insurance of R10 million.
• Capability to execute services in all specified provinces, with clear indication of the provinces bid for.
• Flexibility to adapt to the department’s cashless system implementation and potential service termination.

Skills Requirements

The bidder must demonstrate:

• Proven experience in physical cash-in-transit services, supported by reference letters and client testimonials.
• Established operational fleet with a minimum number of vehicles designed for secure cash transport.
• Qualified personnel, including armed guards with valid firearms licenses and trained security staff.
• Technical capability to operate secure communication systems and armored vehicles.
• Compliance with PSIRA registration and relevant licensing requirements.
• Ability to provide comprehensive security, logistical, and administrative support for cash collection and banking operations.
• Capacity to meet the department’s phased delivery timelines and adapt to potential cashless system rollouts.
