Objectives

The primary objective of this tender is to appoint a suitable bidder to conduct a comprehensive Human Technical Capacity Assessment across 12 Water Service Authorities (WSAs) in Mpumalanga Province. The assessment aims to quantify the technical human resources, including artisans, water process controllers, engineers, and technicians, and to develop intervention plans to address capacity gaps, thereby strengthening municipal infrastructure management and service delivery.

Scope

The scope encompasses:

• Conducting Human Technical Capacity Assessments in 12 specified municipalities within Mpumalanga Province.
• Assessing powers, functions, organograms, job descriptions, professional registrations, and skills audits of municipal technical directorates.
• Developing capacity building and skills enhancement plans based on assessment findings.
• Organizing stakeholder engagement sessions, including presentations of assessment plans and final reports.
• Providing intervention strategies, capacity implementation budgets, and prioritization plans.
• Utilizing existing municipal and sector information to inform assessments.
• Facilitating formation and functioning of project steering committees and reporting on progress.

Technical Requirements

The technical requirements include:

• A detailed methodology and approach responding to the scope of work, demonstrating understanding of infrastructure project preparation, structuring, financing, and transactional support.
• Provision of a comprehensive project implementation plan, including a Gantt chart with tasks, milestones, responsibilities, durations, and interdependencies.
• Assessment reports covering powers and functions, organograms, job descriptions, skills audits, and capacity gaps.
• Development of capacity building and training plans with clear recommendations.
• Organizing stakeholder engagement sessions (online or in-person) for validation and feedback.
• Facilitating formation of a project steering committee and conducting regular meetings with progress reports.
• Delivering final reports, including a close-out report with recommendations for training and capacity development.
• Adherence to project timelines, with completion proposed within four to six months.

Skills Requirements

The tenderer must demonstrate:

• Experience in conducting technical capacity assessments and support for infrastructure development in government or similar sectors.
• Provision of at least five reference projects related to infrastructure and technical services, preferably in the public sector or local government.
• Qualified personnel including:
• A project manager with at least 3 years’ experience in project management and relevant qualifications.
• Technical experts in civil engineering, water and sanitation, or related fields, with tertiary qualifications and registration with bodies such as ECSA or SACPCMP.
• Human resources and workforce planning specialists with relevant qualifications and experience.
• Monitoring and Evaluation specialists with proven assessment experience.
• CVs of key team members demonstrating relevant experience and qualifications.
• Ability to develop and implement capacity building and skills transfer programs, including training schedules and milestones.
