Objectives

The primary objective of this tender is to appoint catering companies that can provide consistent, reliable, and high-quality catering services to the Free State Department of Cooperative Governance and Traditional Affairs (COGTA). The catering services should support the department's operational needs, ensure adherence to health and safety standards, and help avoid fruitless and wasteful expenditure.

Scope

The scope of work includes providing catering services for COGTA in the Free State Province, mainly for office-related meetings. The service provider must deliver catering at various departmental locations, ensuring food is prepared and served professionally, in accordance with health and safety requirements, and in line with specified menus. The contract duration is three (3) years, with provisions for price adjustments and rotation of catering companies to ensure broad participation throughout the contract period.

Technical Requirements

• Provision of catering services for meetings and departmental events as per specified menus.
• Food must be freshly prepared, of high quality, and meet dietary and hygiene standards.
• Special dietary requirements (e.g., Halal) must be sourced from certified suppliers, using fresh ingredients.
• Employees of the service provider must be clean, neatly dressed, professional, and demonstrate good hygiene practices.
• Food must be kept warm when necessary, and left-over food, equipment, and waste must be removed after each service.
• Setup must occur 60 minutes prior to service times; punctuality is mandatory.
• All catering activities must comply with health and safety regulations.
• The service provider shall ensure proper cleaning, waste removal, and maintenance of hygiene standards in the catering area.

Skills Requirements

• Proven experience in providing catering services, supported by appointment letters or service orders.
• Capacity to deliver a variety of menus, including breakfast, lunch, snacks, and special event catering.
• Demonstrated ability to meet health and safety standards, including hygiene and food handling practices.
• Financial capacity and resources to sustain service delivery over the contract period.
• Ability to provide professional, neatly dressed staff with good etiquette and customer service skills.
• Capacity to manage logistics, setup, and cleanup efficiently and punctually.
• Compliance with all mandatory requirements, including registration on the Central Supplier Database (CSD) and tax compliance.
