Objectives

The primary objectives of this tender are to appoint a qualified contractor (CIDB Level 8 CePE or higher) to undertake the special maintenance of the P64/2 (R57) road between Reitz and Kestell over a 24-month period. The project aims to ensure the road's safety, durability, and functionality while promoting local socio-economic development through targeted employment and enterprise participation, especially in disadvantaged communities.

Scope

The scope encompasses comprehensive road maintenance activities including earthworks, pavement layer construction, stabilisation, sealing, surface treatments, drainage, and ancillary works. It also involves environmental management, stakeholder engagement, community liaison, and targeted labour and enterprise development. The contractor is responsible for site establishment, traffic accommodation, safety, environmental protection, and ensuring the participation of targeted local communities and enterprises throughout the project duration.

• Road surface repairs and rehabilitation (including sealing and surface treatments)
• Earthworks, excavation, and layer works
• Drainage and environmental protection measures
• Community engagement, stakeholder liaison, and targeted enterprise and labour development
• Training, mentoring, and capacity building of targeted enterprises and labour
• Environmental management, pollution control, and site rehabilitation

Technical Requirements

• Adherence to the Standard Specifications for Road and Bridge Works (October 2020) and project-specific specifications.
• Implementation of environmental management plans, pollution prevention, and site rehabilitation measures.
• Provision of safety, traffic management, and health protocols in compliance with the Occupational Health and Safety Act and Construction Regulations.
• Use of labour-intensive methods where specified, with appropriate supervision and quality control.
• Development and implementation of a Contract Participation Goal (CPG) plan, including targeted employment and enterprise subcontracting.
• Regular monitoring, reporting, and audits of health, safety, environmental, and social performance.
• Engagement with local communities, stakeholders, and targeted enterprises through structured liaison and community liaison officers.

Skills Requirements

• Proven experience in civil construction, particularly in road maintenance, earthworks, and pavement works, with a CIDB grading of 8 CePE or higher.
• Qualified site management and supervisory personnel with relevant civil engineering qualifications (minimum NQF Level 5 or equivalent).
• Experience in environmental management, pollution control, and health and safety compliance.
• Capacity to develop and manage targeted enterprise and labour development programs, including training, mentoring, and capacity building.
• Ability to implement community liaison and stakeholder engagement strategies effectively.
• Technical expertise in stabilisation, sealing, surface treatment, drainage, and ancillary works.
• Demonstrated ability to manage environmental, social, and safety risks on large civil projects.
