Objectives

The primary objective of this tender is to appoint a qualified, experienced, and competent contractor to carry out cleaning, repair, and painting of the external walls and fixtures at the CIDB Head Office in Centurion. The work aims to maintain the building's standards, ensure safety, and prolong the lifespan of the structure by addressing issues such as surface deterioration, cracking, efflorescence, and water ingress.

Scope

The scope includes:

• Cleaning, repairing, and painting external walls, fixtures, and related structures.
• Waterproofing of roofs, balconies, and basement areas.
• Repair of cracks in plaster and concrete surfaces.
• Preparation and application of primers, undercoats, and topcoats with specified colours.
• Repair and replacement of sealants, window waterproofing, and cladding.
• Maintenance of external metal structures, balustrades, handrails, and emergency stairs.
• Waterproofing of balconies, basement, and roof slabs.
• Repair of defective pointing, brickwork, and structural elements.
• Installation of anti-slip nosing strips and safety measures during works at heights.
• Structural testing and crack monitoring as required.

Technical Requirements

The technical requirements specify detailed procedures and standards for each aspect of the work, including:

• Surface preparation: removal of efflorescence, dirt, loose/flaking paint, cracks, and efflorescence deposits.
• Application of primers, undercoats, and finish coats with specified products and colours.
• Waterproofing techniques for roofs, balconies, basement, and cladding, including use of specific membranes and sealants.
• Repair of cracks using appropriate filling materials and techniques.
• Installation of sealants and expansion joints with specified materials.
• Repair and replacement of damaged structural elements and finishes.
• Waterproofing of windows, doors, and other fixtures.
• Structural testing including crack monitoring and concrete cover measurements.
• Adherence to safety standards, including scaffolding, fall protection, and hazard management.

Skills and Skills Requirements

The contractor must demonstrate:

• Proven experience in external building maintenance, painting, waterproofing, and structural repairs.
• Competence in handling high-rise work, scaffolding, and working at heights with proper safety measures.
• Qualified personnel including site supervisors, contracts managers, health and safety officers, and skilled artisans.
• Knowledge of relevant standards such as SANS 10085, SANS 1058, SANS 5853 & 5865, and JBCC contractual frameworks.
• Ability to conduct structural testing, crack monitoring, and concrete cover measurements.
• Capability to develop and implement health & safety plans, risk assessments, and method statements.
• Proper certification and registration with CIDB (minimum grading of 4GB or higher), COIDA good standing, and relevant professional bodies.
• Experience in managing projects of similar scope and complexity, with evidence of recent completed projects and client references.
